북한의 ‘당의 유일적 영도체계 확립의 10대 원칙’에 대한 고찰 (A study on the Ten Principles of the Monolithic Guidance System of North Korea)

초록

북한은 권력세습의 근거로 ‘백두혈통’이라는 혈연적 근거를 사용하고 있다. 이러한 북한 체제를 뒷받침하는 핵심 규범이 이른바 ‘10대 원칙’이다. 10대 원칙은 1974년 ‘당의 유일사상체계 확립의 10대 원칙(이하 구 10대 원칙이라고 한다)’이라는 이름으로 발표되었으며, 2013년 ‘당의 유일적 영도체계 확립의 10대 원칙(이하 신 10대 원칙이라고 한다)’이라는 명칭으로 개정되었다. 북한의 경우 ‘수령의 유일적 영도의 원칙’이라는 체제이념의 특징상 ‘10대 원칙’의 영향력과 위상이 북한헌법이나 노동당 규약 보다 상위에 있는 국가의 기본법(최고규범)의 역할을 하고 있다고 평가되고 있다. 구 10대 원칙은 김정일의 권력 승계과정에서 처음 제정되었으며, 기독교의 십계명과 유사하게 김일성의 행적을 신격화하고 있으며, 신 10대 원칙은 이를 토대로 3대 세습을 뒷받침하는 내용으로 이루어져 있다. 주요 내용을 보면 ‘온 사회의 김일성·김정일주의화’, ‘김일성과 김정일의 권위의 절대화’, ‘사상적 통일’, ‘정치적 생명의 우월성 강조’, ‘백두혈통의 승계’ 등에 대해 규율하고 있다. 신 10대 원칙의 주요 특징으로는 우선 ① ‘김일성 민족’, ‘김정일 조선’, ‘백두혈통’ 등 3대 세습을 정당화하는 내용 대폭 강화, ② 공산주의 단어 삭제, ③ 개별 간부에 대한 견제 강화 등을 들 수 있다. 하지만 다른 한편으로는 구 10대 원칙과 달리 ④ ‘당의 권위’가 상대적으로 이전보다 강화되었으며, ⑤ 당 간부 선발에 있어서 ‘실력주의’ 개념이 도입되었다. 비록 10대 원칙의 개정이 전체적으로는 3대 세습을 뒷받침하기 위한 내용으로 이루어져 있으나, 고난의 행군 시기 이후 10대 원칙의 실질적 규범력이 일반주민들 사이에서 약화되고 있다는 점과 신 10대 원칙에서 ‘당의 권위’가 강조되고 ‘실력주의’가 도입된 현상들은 북한 사회의 변화 가능성에 대한 작은 희망의 불씨가 되어 준다고 볼 수 있다. 앞으로 북한의 변화를 기대하면서 북한과의 교류협력 과정의 대응력을 높이기 위해서도 북한을 실질적으로 규율하는 핵심규범체계와 그 변화에 대해 주목하고 이에 대해 지속적으로 연구할 필요가 있다.

영어초록

North Korea itself is now using the word so-called "Baekdu Bloodline". The core norm supporting this North Korean system is "the Ten principles." The Ten Principles were announced as the name of “Ten Principles of Establishing the Monolithic Ideology System of the Party (hereinafter referred to as the "Old Ten Principles")” in 1974 and was revised to the name “the Ten Principles of the Monolithic Guidance System of the Party (hereinafter referred to as the "New Ten Principles")” in 2013. In the case of North Korea, it is evaluated that the influence and status of the "ten principles" plays a role of the supreme law of the country, which is higher than the North Korean Constitution and the Labor Party code. The Ten Principles were first enacted in the process of power succession and are deifying the actions of Kim Il Sung in the same way as the Christian Ten Commandments. The New Ten Principles consist of contents supporting third hereditary succession. The main contents are as follows: "Kim Il Sung and Kim Jong Il state of the whole society", "Absolutization of the authority of Kim Il Sung and Kim Jong Il", "ideological unification", "emphasizing the superiority of political life". The main features of the New Ten Principles are as follows: ① strengthening the contents of justifying the third hereditary succession such as 'Kim Il Sung Nation,' 'Kim Jong Il Joseon' and 'Baekdu Bloodline'; ② removing the word communism; ③ strengthening checks against individual executives. However, on the other hand, unlike the Old Ten Principles, ④ 'authority of the party' has been relatively strengthened, and ⑤ the concept of 'ability-based assessment' has been introduced in the appointment of party officials. Although the revision of the Ten Principles constitutes the backbone of third hereditary succession as a whole, the actual normative power of the Ten Principles has been weakened among the North Korean since the time of the Arduous March, and in the New Ten Principles, emphasizing 'the authority of the party' and introducing 'ability-based assessment’ in selecting party official can be regarded as the hope of possibility of change of the North Korean society. Expecting North Korea's change in the future, it is necessary to pay close attention to the core normative system that regulates North Korea and its change in the point that it can enhance the responsiveness in the process of exchanges and cooperation with North Korea.
