북한의 대남혁명전략 변화에 대한 연구: 노동당 규약 내용을 중심으로 (A Study on the Change of North Korea's Revolutionary Strategies Against South Korea: Focused on the Rules of the Workers’ Party)

2021년 1월 북한은 노동당 제8차 대회를 개최하고 당 규약 서문에 규정된 대남혁명 관련 규정들을 대폭 수정하였다. 남한의 적화혁명을 뜻하는 ‘민족해방민주주의혁명’ 용어를 노동당의 당면목적에서 삭제하고 다른 용어로 교체하였다. 또한 노동당 규약의 통일 관련 조항에서 ‘남한 인민들의 투쟁을 지원한다’는 구문을 삭제하고 대신 ‘강력한 국방력. . . (중략) 통일을 앞당기고’ 라는 문구를 새로 추가하였다. 이 이외에도 개정된 규약에는 김정은 통치상황의 변화를 엿볼 수 있는 부분이 다수 있다. 이와 같은 노동당 규약의 개정은 북한이 대남적화혁명을 포기하거나 대남혁명전략을 수정한 것은 아닌지 의문이 생기게 한다. 많은 연구자들이 이 문제를 분석하고 의견을 제시하였다. 노동당 규약의 수정은 단어의 교체일 뿐 대남혁명전략을 포기한 것이 아니라는 의견도 있고, 북한이 대남적화혁명을 포기하거나 완화하였다는 의견도 있다.
본 연구의 목적은 북한 노동당 규약에 규정된 대남혁명 관련 규정의 변화가 의미하는 것이 무엇인지 규명하여 안보·통일정책 추진을 위한 정책적 함의를 모색하는데 있다. 연구 방법은 대남혁명전략과 관련된 북한의 각종 사전류, 김일성 저작물, 대남혁명지침서 등 북한 원전을 조사하여 대남혁명전략의 변화 실상을 파악하기 위한 객관적 근거를 확보하는 것에 중점을 두었다.
북한 노동당 규약의 수정과 관련한 연구결과는 다음과 같다. 첫째, ‘민족해방민주주의혁명’이 삭제되고 ‘자주적이며 민주주의적인 발전’으로 수정된 것은 같은 의미의 다른 용어들로 교체되어 본질적 의미는 변함이 없다는 사실을 확인하였다. 이것은 북한이 사용하는 언어적 특성과 김일성이 이 용어들을 실제 사용한 사례를 조사하여 확인하였다. 둘째, ‘통일’ 조항에 포함되어 있던 ‘남한 인민들의 투쟁을 지원한다’는 구문은 삭제된 대신 ‘통일전선’ 조항으로 자리를 옮겨 다른 용어를 사용하여 본래의 의미를 존치하고 있는 것으로 확인된다. 셋째, ‘통일’ 조항에 ‘강력한 국방력으로. . .(중략) 통일을 앞당기고’라는 문구를 새로 추가한 것은 김정은이 핵무기 개발 완성에 대한 자신감으로 이를 대남혁명전략에 적극 활용하고자 하는 의지를 표현한 것으로 판단한다. 넷째, 김정은은 기존의 노동당 규약 서문의 30%가량을 차지하던 김일성, 김정일, 김정은에 대한 개인숭배 문구를 일체 삭제하였다. 그리고 ‘선군정치’, ‘우리 민족끼리’ 등 용어를 삭제하는 대신 본래의 공산주의와 관련된 문구들을 복원시켰는데, 이는 김정은의 과감한 성격과 공산주의로 회귀하려고 하는 사상성향의 일단을 추론할 수 있게 한다.
앞으로 김정은은 핵무기를 수단으로 하여 공격적 대남혁명전략을 전개할 가능성이 높다. 이에 따라 우리는 북한의 직·간접적인 핵공격에 대응한 안보태세를 갖추어야 한다. 아울러 북한이 대남혁명전략 차원에서 전개하는 평화·통일·비핵화 선전 공세의 실상에 대해 명확히 인식하고 이와 관련된 심도있는 연구가 이어져야 한다.

영어초록

In January 2021, North Korea held the 8th Congress of the Workers’ Party and drastically revised the provisions of the Revolution against South Korea in the preface of the Party Rules. The term ‘National Liberation Democratic Revolution’, which refers to the Red Revolution in South Korea, was deleted from the immediate purpose of the Workers’ Party and replaced with another term. In addition, the phrase ‘supporting the struggle of the South Korean people’ was deleted from the provisions related to unification in the rules of Workers’ Party, and Instead, a new phrase was added: ‘Accelerate unification with a strong national defense force’. In addition to this, there are many things in the revised rules that can infer changes in the situation of Kim Jong-un's rule. This revision of the rules of Workers’ Party can be considered as North Korea's abandonment of the Red Revolution against South Korea or a revision of its revolutionary strategy against South Korea. Many scholars have analyzed this problem and offered opinions. Some people suggested that the revision of the rules of Workers’ Party was merely a change of word and did not give up the strategy against the revolution in South Korea, while others argued that North Korea gave up or mitigated the unrealistic goal of the revolution in South Korea.
The purpose of this study is to find out the meaning of the changes in the regulations related to the revolution against South Korea as stipulated in the North Korean Workers' Party Rules, and to seek policy implications for the promotion of security and unification policies. The research method focused on securing objective grounds for the actual change of the revolutionary strategy against South Korea by examining North Korean original texts such as various North Korean dictionaries related to the strategy for the revolution against South Korea, Kim Il-sung's writings, and the guidelines for the revolution against South Korea.
The results of the study on the amendments to the rules of Workers’ Party are as follows. First, the revision of ‘National Liberation Democratic Revolution’ to ‘independent and democratic development’ was replaced by other terms with the same meaning, and it was judged that the meaning was the same and the essence did not change. This was confirmed by tracing the linguistic characteristics used by North Korea and the actual use of these terms by Kim Il-sung. Second, the phrase ‘supporting the struggle of the South Korean people’, which was included in the ‘unification’ clause, was deleted, but instead moved to the ‘united front’ clause, and it was confirmed that the original meaning was maintained by using a different term. Third, the newly added phrase of ‘advance unification with strong national defense’is judged to indicate Kim Jong-un’s confidence in completing nuclear weapons development and his willingness to actively utilize it for his revolutionary strategy against South Korea. Fourth, Kim Jong-un deleted all phrases about the cult of personality about Kim Il-sung, Kim Jong-il, and Kim Jong-un, which accounted for about 30% of the existing preamble to the Workers’ Party Rules. And instead of deleting terms such as ‘military-first politics’ and ‘among our nation,’phrases related to communism were restored, which makes it possible to infer some of Kim Jong-un’s ruling tendencies.
In the future, Kim Jong-un is highly likely to pursue an aggressive revolutionary strategy against South Korea using nuclear weapons. Accordingly, we must prepare security guarantee measures in response to North Korea's direct or indirect nuclear attack. In addition, it is necessary to clearly recognize the reality of propaganda for peace, unification, and denuclearization that North Korea is developing as a revolutionary strategy toward South Korea, and conduct in-depth research related to this.
