하토야마 민주당 정부의 대미 외교안보정책 - 자립과 동맹의 딜레마 - (Hatoyama Administration’s Foreign-Security Policy against the United States: Independence and Alliance Dilemma)

초록

하토야마(鳩山) 정부는 자민당 정권이 추진해온 “동맹 강화를 통한 일본의 정치, 군사적 역할 확대”라는 대미 외교안보구상에서 탈피하여, “대미자립과 대등한 미일관계를 통한 역할 확대”라는 새로운 정책구상으로 전환하였다. 하토야마 정권의 동아시아공동체 구상이나 아시아중시외교 등이 이러한 정책전환의 표현이라고 할 수 있으며, 후텐마(普天間) 기지의 오키나와현(沖縄県) 밖으로의 이전은 하토야마 정권이 이러한 정책구상을 실현하기 위해 시도한 정책이었다.
하토야마 총리는 자민당 정부와는 차별되는 정책구상을 실현하려고 하였다. 하토야마 정부의 대외 안보정책구상은 매니페스토(Manifesto)를 통해 국민의 폭넓은 지지를 받았으며, 중일관계 및 한일관계 안정화에도 기여했다. 하토야마의 정책구상은 자민당과의 차별화를 통해 일본외교의 정체성을 확립하는데 긍정적인 기여를 한 것으로 평가된다.
그러나 정책구상의 실천단계인 정책의 집행과정에서 하토야마 총리와 민주당은 미국과의 국제협상은 물론 이전 예정지로 부상했던 지역과의 국내협상에도 실패했다. 관료의 저항, 정책의 일관성 상실, 정책실현을 위한 준비의 부족, 집권 민주당의 경험 및 역량 부족 등의 다양한 요인으로 인해 정책을 실현하기 위한 정책과정에서 실패했다. 대미 대등외교의 상징으로 추진된 후텐마 기지이전을 위한 정책과정의 실패는 하토야마 민주당의 정책구상 자체를 퇴색시키는 결과로 작용했다.

영어초록

Hatoyama Administration broke away from the foreign-security policy against the United States under the theme of “expansion of the roles of Japanese politics and military by way of alliance strengthening,” which the Liberal Democratic Party had been promoting; and diverted toward the new policy initiative, “expansion of the roles under the independence from the United States and equal relations between the United States and Japan.” The idea of East Asia Community or Asia-centered diplomacy by Hatoyama Administration can be the manifestation of such a political diversion, and Hatoyama Administration tried to relocate the Futenma Base outside the Okinawa Prefecture in order to materialize such a policy initiative.
Prime Minister Hatoyama attempted to actualize a discrete policy initiative from the Liberal Democratic Party. Hatoyama Administration’s foreign-security policy initiative had the broad support of the people by a manifesto, and was conducive to the stabilization of the China-Japan relations and the Korea-Japan relations. Hatoyama’s policy initiative, while differentiating that of the Democratic Party, accomplished a constructive contribution to the establishment of the Japanese diplomatic identity.
Starting from the policy implementation process, the practical step of the policy initiative, however, Prime Minister Hatoyama and the Democratic Party failed the international negotiation with the United States as well as the domestic negotiation with the region for relocation. Diverse factors for failure during the policy implementation process can be attributed to bureaucratic resistance, loss of policy consistency, deficient preparation for the policy implementation, lack of competence and experiences by the ruling Democratic Party, among others. The failure of the policy implementation for relocating the Futenma Base, which was promoted as the symbol for comparable diplomacy against the United States, turned out to be a consequence to discolor the policy initiative itself of the Hatoyama’s Democratic Party.
