다차원 교육 정책 분석 모형을 활용한 장애인 평생교육 정책 분석 (Analysis of Life-long Education Policy for people with disabilities Using the Four-Dimensional Framework)

초록

이 연구의 목적은 다차원 정책분석모형에 기반하여 우리나라에서 진행된 10년간 장애인평생교육정책을 분석하고자 하는 것이다. 다차원 정책분석모형에서 제시한 규범적, 구조적, 구성적, 기술적 차원의 분석의 틀을 활용하여 제3차, 4차, 5차 평생교육진흥기본계획과 제4차, 5차, 6차 특수교육발전 5개년 계획 내의 장애인평생교육과 관련된 정책을 종합적으로 분석하여 정책적 시사점을 도출하고자 하였다. 연구 결과, 규범적 차원에서 정책의 비전과 목표는 평생교육진흥기본계획의 경우, ‘접근성’, ‘참여, 기회확대’, ‘체계구축’, ‘역할분담’, ‘맞춤’, ‘집중 지원’, ‘지속가능성’, ‘연계 기회 확대’의 가치를 포함하고 있었으며, 특수교육 5개년 계획의 경우 ‘여건개선’, ‘기관 연계’, ‘정당한 편의제공’, ‘웹접근성 강화’ 등을 강조하고 있었다. 구조적 차원에서는 교육부, 국가장애인평생교육진흥센터가 설립되었다. 이를 중심으로 여러 관련 부처 및 지자체 기관이 협력하도록 하였다. 구성적 차원에서 시도교육청 및 지방자치단체, 장애인 당사자, 교강사 및 주요 돌봄인력이 정책을 집행하는데 주요 관련인들이었다. 기술적 차원에서는 최근 국가장애인평생교육진흥센터의 설립으로 국가 주도의 장애인 평생교육 및 시도지역관할청이 추진해 온 실적을 해마다 평가하여 평생교육진흥위원회에 보고하도록 체계화시켜 놓았다. 이러한 연구결과에 맞추어 제시된 여러 정책의 과제를 해결하기 위해 논의와 시사점을 도출하였다.

영어초록

The purpose of this study is to analyze 10 years of lifelong education policies for individuals with disabilities in South Korea, based on the multidimensional policy analysis model. Utilizing the framework of normative, structural, constitutive, and technical dimensions proposed by the multidimensional policy analysis model, this study comprehensively analyzed the policies related to lifelong education for individuals with disabilities within the Third, Fourth, and Fifth Basic Plans for Lifelong Education Promotion, as well as the Fourth, Fifth, and Sixth Five-Year Plans for Special Education Development to draw policy implications. The study's findings indicate that, in the normative dimension, the vision and goals of the policies included values such as 'accessibility,' 'participation and opportunity expansion,' 'system establishment,' 'role sharing,' 'customization,' 'focused support,' 'sustainability,' and 'expansion of linkage opportunities' in the Basic Plans for Lifelong Education Promotion. In the Five-Year Plans for Special Education Development, the emphasis was on 'improving conditions,' 'inter-agency linkage,' 'providing reasonable accommodations,' and 'enhancing web accessibility.' In the structural dimension, both the Ministry of Education and the National Institute for Lifelong Education for Individuals with Disabilities were established-this encourages cooperation among various related ministries and local government agencies. From a constitutive perspective, key stakeholders in policy implementation include provincial and municipal education offices, local governments, individuals with disabilities, educators, and primary caregivers. In the technical dimension, the recent establishment of the National Institute for Lifelong Education for Individuals with Disabilities has led to the systematic evaluation of the performance of national and local jurisdiction-driven lifelong education for individuals with disabilities-with annual reports being submitted to the Lifelong Education Promotion Committee. Based on these research findings, discussions and implications were drawn to address the various policy challenges presented.
