다차원 분석모형에 기초한 “지방자치단체 자율통합” 정책과정 분석 (An Analysis of Local Government Consolidation Based on Four-dimensional Conceptual Framework)

초록

정부는 정치권을 중심으로 수년 동안 논의된 지방행정체계의 전면적 개편에 앞서, 시범적 성격의 정책을 추진할 필요성이 있음을 인식하고, “지방자치단체 자율통합” 정책을 고안하였다. 동 정책에서 정부는 주민의사에 기초한 소위 자율통합방법을 추진하였고, 우여곡절을 거쳐, 최종적으로는 마.창.진 1개 지역을 통합하는 법이 국회를 통과되면서 시범정책이 종결되었다. 본고는 동 정책의 추진과정을 다차원분석모형에 기초하여 이념, 구조, 구성, 기술적 차원에서 분석하였다. 분석결과, 시범정책으로서의 의미는 충분히 가질 수 있지만, 주민의사와 지방의회의 의견표출을 정책결정으로 연결시키는 방안이 보강되어야 한다는 점, 정치권의 이해관계를 수용하는 조건을 찾지 못하면 행정부의 정책의지만으로는 한계가 있다는 점, 그리고 여론을 정확하게 전달할 수 있는 전국적 언론과 지역의 공론을 균형있게 조성하는 지역 언론이 중요하다는 점 등을 시사점으로 발견하였다.

영어초록

In this paper, a case has been analyzed based on a theoretic framework. The case involves "the voluntary consolidation of local governments (at basic level)" which was carried out 2009 in Korea as a priori test case for a comprehensive rearrangement of the local system. The theoretic framework was borrowed ‘four-dimensional conceptual framework' developed by Cooper, Fusarelli, and Randall. The process as well as output of the consolidation policy was not so successful, only 1 out of 3 candidates turned out positive: bottom-up approach based on the residents' opinions and local council decisions could not be smoothly coincide with the intention harbored by the institutions and actors of the central government and the national assembly. Out of three candidates regions, only one region (Changwon circle) was consolidated. In this case the four dimensions, i. e., normative, structural, constituentive, and technical aspects, worked favorably enough to overcome resistance of status quo. In the other two cases, some aspect of the four dimensions are favorable for consolidation but resistance was strong enough to hinder movement forward integration. In the case of Cheongju region, a national assembly man of the district(county), the magistrate of the county, large portion of public officials, heads of villages, etc., covertly opposed the consolidation. In the case of Seongnam, a national assemblyman from Hanam city vehemently opposed and opposition faction of the Seongnam city council blocked passage of resolution for consolidation. Through this policy diverse learning has been materialized within government, national assembly, local residents, community based organizations, local governments and the Mass Media. Coordination between the local institutions and central (national-level) institutions was turned out a key factor that determine success of local consolidation policy. More closely, distribution of interests that affect local elites group and national assemblyman turn out vital for success of a policy. Trust between the two groups of participants should be cultivated and creative process management must be developed to incorporate local democracy in the nation-wide approach to the next local system betterment project.
