초록

본 논문은 자유주의적 다문화주의(윌 킴리카) 입장에서 한국의 이주노동자와 여 성결혼이민자 등을 다룬다. 자유주의적 다문화주의는 주로 자유주의적 민족주의로 구성된다. 자유주의적 민족주의는 민주적 시민권(공적정신, 정의감, 시민교양과 관용, 연대감)과 그 교육이 핵심인데, 전자 세 가지는 자유주의[계몽주의적 코스모폴리탄; 자유주의; 사회주의]의 원리이고, 마지막 네 번째 연대감(언어와 역사)은 민족주의의 원칙이다. 민족국가에서 다수집단은 민족적 연대감을 자신의 언어와 역사로 구성한다. 자유주의적 다문화주의에 따르면, 민주주의 나라에서 민족국가를 차지한 다수집단에 대비해서 소수집단인 소수민족, 원주민, 그리고 이주자집단이 있고, 그들은 소수 집단권을 가진다. 한국에는 소수집단으로 소수민족, 원주민은 없고 이주자집단만 있는데, 한국의 이주자집단에는 여성결혼이민자, 이주노동자, 이주 영어노동자, 새터민, 종족 중국인, 그리고 주한미군의 한인여자친구와 그들의 자녀가 있다. 남한은 자유주의적 민족국가이지만 유교관습(장유유서)-반상위계(거주지·이민·학벌·언어 위계) 잔재형 민족국가이다. 남북한 통일의 모델은 연방과 평등한 지역주에 충성하는 미국식 지역연방제가 아니라 동시에 연방과 독자 민족주[이데올로기주]에 충성하는 캐나다식 다민족[-다이데올로기주] 연방제이다. 남한의 유교관습-반상위계 잔재형 민족주의가 자유주의적 포용력을 축소시킨다. 한국의 여성결혼이민자는 언어교육만으로는 부족하고 자유주의적 시민권교육을 필요로 하고, 그것은 학교교육에서 이루어져야 한다. 여성결혼이민자는 이민자의 소수집단권을 가진다. 한국은 현재의 영주권-시민권을 얻을 수 있는 서구형 이주노동자정책, 영주권을 얻을 수 없지만 이세 교육을 받을 수 있는 독일형 이주노동자정책, 임금 외에는 아무것도 얻지 못하는 일본형 이주노동자정책 중에서 일본과 함께 한일형 이주노동자정책을 취하고 있다. 한국은 인구가 격감해 노동력이 부족하기 때문에 조만간에 마지못해 독일형 정책을 거쳐 서구형 정책으로 넘어갈 것으로 예상된다. 이주 노동자들은 소수집단권을 가진다. 새터민은 탈북자로서 표면적으로 이데올로기 문제로 보이지만 실제로는 빈곤한 피난민문제이다. 새터민은 난민인권을 가지고 있고 또한 공동 종족권을 가진다. 모든 이주자들은 소수집단권을 가진다. 동아시아[남한, 북한, 몽골, 일본, 대만 그리고 중국] 경제연합의 모델은 조직방식으로 연방과 평등한 주에 충성하는 미국식 지역연방제가 아니라 동시에 연방과 독자 민족주에 충성하는 캐나다식 다민족연방제이다. 남북한과 일·중의 다민족-다이데올로기 연방은 독자단위가 민족과 이데올로기의 결합으로 구성된 4개 민족-2개 이데올로기주와 연방에 동시에 충성한다. 한중일 연합은 계몽주의적 코스모폴리탄(자유주의와 사회주의)과 언어민족주의 결합인 민주적 시민권원칙(공적정신, 정의감, 시민교양과 관용, 연대감)과 고조선의 환웅족-곰토템족-범토템족 사이의 상호존중의 원리로 구성할 수 있다.

I research on migrant labor, female marriage immigrants[immigrants wives] by view of (Will Kymlicka's) Liberal Multiculturalism. Liberal Multiculturalism consists of mainly Liberal Nationalism. Liberal Nationalism consists of Democratic Citizenship(public-spiritedness; a sense of justice; civility and tolerance; a shared sense of solidarity or loyalty) and its education, the first three is the principles of liberal [From Enlightenment Cosmopolitanism to Liberal, Social], the fourth, a shared sense of solidarity or loyalty with Vernacular and History is the principle of Nationalism. Majority of nation state establishes a national shared sense of solidarity or loyalty through its Vernacular and History by its powers. By Liberal Multiculturalism, Minority Groups (as opposed to Majority Groups's majority rights) of Nation State in Democracies have Minority Group Rights as a Human Rights. There are Minorities Groups in Korea, not Minority nations, Indigenous, but Immigrants, which consisted of Refugees from North Korea, Immigrants Wives, Migrant labor, Migrant English labor, ethnic Chinese, U.S. Armed Forces's girl friends and their children in Korea. Korea is a Liberal Democracy State and Nation State with remained a Confucian Customs(Ranking between old and young) and a Hierarchy of the nobler and the commoner (Residence Ranking, Immigration Ranking, School Ranking, language Ranking). Union between South and North Korea is not American-style Territorial Federations (in United States) contained both with Federal-Government loyalty and equal Territorial States loyalty, but both Canadian-style Multination (Multiideology) Federations (in Canada) contained both with Distinct Nation(Ideology)-Government loyalty and Federal- Government loyalty. South Korean Nationalism with remained Confucian Customs and Hierarchy of the nobler and the commoner reduces Liberal embrace- capability. Immigrants wives in Korea need not only Korean Language Education, but also Liberal Citizenship Education which is not by religion but by school. Immigrants wives have Minority Group Rights of Immigrants. Migrant Labors Policies in Korea belongs to third case among Western-style migrant labor Policies with permanent residence- citizenship; Germany-style migrant labor Polices, without permanent residence, citizenship, but with second immigrant children education; and Japanese-style migrant labor Polices, without anything except wages. Korea migrant labor will change western migrant labor through germany migrant labor polices because of population decrease. Korea migrant labors have Minority Group Rights. Refugees from North Korea in South Korea is not only at glance Ideology Refugees, really but also Poor Refugees. Refugees from North Korea claims not only Refugees Human Rights, but also same Ethnic Rights in South Korea. All Migrants have Minority Group Rights. Model of East-Asia[South Korea, North Korea, Japan, Mogol, Taiwan, and China] Economic Union organizes not both American-style Territorial Federalism (in United States) and Canadian-style Multination Federalism (in Canada), but New-style Multination-Multiideology Federalism with both distinct nation-ideology self-government units loyalty and a federal government loyalty. Six distinct Self-government of Multination-Multiideology Federations consisted of South and North Korea, and Japan and China have both Distinct Nation-Ideology Units Loyalty with nationalty- based and ideology-based, and a Union Loyalty. Multi-Nation-Ideology Union consists of Democratic Citizenship composed both of Enlightenment Cosmopolitanism(Liberalism and Socialism) and Distinct Vernacular Nationalism among Korea-Japan-China, on the one hand, and the Gojosun Shaman-Totem Union Pinciples contained both of Mutual Respect and distinct Totems among Hwanwoong Bird-Totem, Woongnye Bear-Totem, and Tiger- Totem, on the another hand.
