평생학습계좌제 정책분석: 다차원 정책분석 모형을 활용하여 (A Study on the Policy of Lifelong Learning Account System Based on the Multi-Dimensional Policy Analysis Model)

초록

평생학습계좌제는 급변하는 미래사회에 대응할 수 있는 개인의 역량 개발 및 활용을 위한 국가정책 제도로서, 제도 도입 10년이 지난 제도의 재정비를 위해 정책 분석이 필요한 시점이다. 이에 본 연구는 Cooper 등(2004)의 다차원 정책분석 모형을 활용하여 평생학습계좌제 정책을 종합적으로 분석하고 개선방안을 제시하는 것을 목적으로 하였다. 분석 결과, 평생학습계좌제 정책은 저학력 성인학습자 초․중등학력 취득의 보완 제도로 자리매김하고, 국가평생학습포털인 늘배움과 통합회원 서비스 구축, 학습자의 학교 밖 학습이력 누적․관리 및 학습계좌 개설 증대 등의 측면에서 성과를 이루었다. 반면 규범적 차원에서는 정책 목표의 구체화 및 재정립이 필요하고, 정책 목표 실현을 위해 범부처 차원의 사회적 합의가 필요하다. 구조적 차원에서는 정책 추진방향을 재검토하여「평생교육법」을 재정비하고, 학력-고용-자격 연계를 위한 타부처 관련 법령 내 근거를 마련할 필요가 있으며, 정책목표 달성의 주요 이해관계자인 교육기관의 역할 규정이 필요하다. 부처별 운영 학습이력 시스템 통합은 제도적 보완이 필요하다. 구성적 차원에서는 교육부-타부처 간 협력체제 구축 및 제도 활성화 관련 재원 확보, 이해관계자 의견수렴 및 정책 집행 반영, 학습자 수요기반 평가인정 공모 및 학습 촉진을 위한 제도적 장치가 필요하다. 기술적 차원에서는 평가인정 학습과정 감소의 대안 마련, 검정고시 면제 학습과정 활용 확대가 필요하다. 공공재로서의 평생학습계좌제 정책을 누구나 이용할 수 있는 국가제도로 전환하기 위한 시사점을 토대로 범부처 평생학습 이력 통합․연계․활용을 위한 법제화와 범부처 학습이력 통합시스템 구축 기반 마련, 정책목표 재정립 등의 개선방안을 제시하였다.

영어초록

The Lifelong Learning Account System is a national policy for developing and utilizing individual capabilities that can respond to the rapidly changing future society. The purpose of this study was to comprehensively analyze the Lifelong Learning Account System policy using the multidimensional policy analysis model of Cooper et al. (2004) and to suggest improvement plans. As a result of the analysis, the Lifelong Learning Account System policy is positioned as a complementary system to the acquisition of elementary and secondary education for low-educated adult learners, and the establishment of the national lifelong learning portal Neulbaeum and integrated member service, accumulation and management of learners' out-of-school learning, and learning account achievements were made in terms of increasing the number of openings. On the other hand, at the normative level, it is necessary to materialize and re-establish policy goals, and social consensus at the ministries level is required to realize the policy goals. At the structural level, it is necessary to reexamine the policy implementation direction to reorganize the「Lifelong Education Act」, and, to prepare the basis in the relevant laws and regulations of other ministries to link academic background, employment, and qualifications. The role of educational institutions as major stakeholders in achieving policy goals regulations are needed. The integration of the operating learning history system by department requires institutional complementation. At the structural level, institutional arrangements are needed to establish a cooperative system between the Ministry of Education and other Ministries, secure financial resources for system activation, collect stakeholder opinions and reflect policy execution, open up for learner demand-based evaluation recognition, and promote learning. At the technical level, it is necessary to prepare an alternative to reducing the evaluation accredited learning process and to expand the use of the accredited learning process. Based on the implications of converting the Lifelong Learning Account System policy as a public good into a national system that can be used by anyone, legislation for integrating, linking, and utilizing lifelong learning history of all ministries, laying the foundation for establishing an integrated system for all ministries, and reestablishing policy goals were suggested.
