초록

Our society is rapidly turning into "Multicultural Society". The number of multicultural families in the nation keeps rising steadily, due to the increase in international marriages and inflow of foreign workforce. But our social consciousness does not come up to this momentous change. There has been even more disappointing indifference, under the surface of our social perceptions on a multicultural family.
Our current Multicultural Family Support Act provides the protection and support for domestic violence victim in the multiculural family by the government and local autonomous entity. Women in the multicultural family are vulnerable to domestic violence. This is why the multicultural family should be protected and supported with the greatest care. But in reality the Act is not in effect, and only declares the aim symbolically. This is very serious problem.
Several provisions of this Act should be amended.
First, the definition of multicultural family should be extened for the bebefit of the actual multicultural families. i.e. marriage of foreigners or people who are naturalized as a korean citizen, etc. Second, the domestic violence in multicultural family should be defined. Third, the Korean language education for members of multicultural family should be reinforced. Forth the education for cope with domestic violence should be conducted. Even the majority of the women don't know how to report to the police. Fifth, Art. 8 of Multicultural Family Support Act should be revised. The more international marriages increase, the more women in multicultural family can easily be exposed to domestic violence. Finally, the provision about exclusive investigation should be introduced.
Eventually multicultural family members should be realized as not object of support, but subject of rights. Foreigners and family members during their stay in Korea are our members of society, so we should try to protect their rights.
