일본의 외국인정책 변화와 "다문화공생정책" (The change of inflow policy for foreigners and the multicultural symbiosis policy in Japan)

초록

Though Japan has experienced the inflow of foreigners earlier and more advanced than Korea, it is claimed that Japanese foreigner policy is more passive and closed in comparison with Korea. Even in the foreigners-related laws that were revised recently, it is clear that the Japanese government takes the stance to regulate more intensively the new inflow of the foreigners, while it is going to control systematically and to get stricter to the current foreign residents. Since 2006, the Japanese government has implemented the foreigner support schemes with the slogan of multicultural symbiosis policy that linked to the countermeasure for the increase of foreign residents. However, those schemes are focused on education and controlling task to adapt to the Japanese established society by the local autonomy level, not by the central government level. Why has Japan been more passive and closed compared to Korea? The reason seems to be that approximately 80% of the foreigners are both lawful residents who has taken roots in the Japanese society and the foreigners who reside legally for jobs.
