초록

원가 우위(Cost advantage) 및 시장 확대(Market expansion)를 통한 지속적인 성장을 위해 많은 기업들이해외로 진출해 왔다. 이들 다국적 기업(MNC: multinational corporation)은 세계 시장의 변화에 빠르게대응하기 위해 해외 법인(Subsidiary)의 운영 전략을 지속적으로 조정하고 있다. 본 논문에서는 MNC 본사의입장에서 국제 경영 역량 강화를 위해 필요한 법인의 평가(Evaluation), 개선(Improvement) 및 미래 운영예측(Prediction) 관점에서 해외 법인 운영 관리의 통합적인 방법론(Framework)을 제시하고 실증분석을하고자 한다.
법인의 평가는 전략적 중요성(Strategic importance)이라는 정성적인 관점과 운영 효율성(Operation efficiency)이라는 정량적인 관점 두 가지 측면에서 분석하고, 이들 결과에 가중치를 반영한 합산 점수를활용한다. 전략적 중요성 분석을 위해 계층화분석과정(AHP: analytic hierarchy process)을 적용하고, 운영효율성을 분석하기 위해 자료포락분석(DEA: data envelopment analysis) 중 super-SBM(slack based super efficiency model)을 적용하였다. 두 평가 지표를 합산한 종합 점수를 산출하기 위해 AHP를 활용한집단의사결정(Group decision) 방법을 적용하여 가중치를 결정하였다. 평가된 점수를 바탕으로 개선이 필요한법인을 선정하기 위하여 사분면 분석(Quadrant analysis)과 다이아몬드 그래프 분석(Diamond graph analysis)을 실시하였다. 이들 분석을 통하여 전략적인 중요성은 높으나 운영 효율성이 낮은 Ⅱ사분면에 속한법인들을 우선 개선 대상으로 선정하였으며, 단기 개선 방향으로 효율성 개선을 결정하였다. DEA 투영분석(DEA projection analysis)을 통하여 개선 대상 법인의 정량적 목표 제시와 함께 개선 운영 전략을제안하였다. 이후 inverse DEA 모형을 적용하여 현재의 운영 효율을 유지한 상태에서 재무적 산출이 줄어들경우 예상되는 투입 자원에 대해서 정량적으로 예측하여 법인의 미래 운영 전략 수립에 필요한 지표를제시하였다.
본 논문은 기업 내에서 법인이 가지고 있는 상대적인 전략적 중요성과 운영 효율성을 평가에 함께 반영하고, 해외 법인 관리를 위해 개선 대상을 선정하고, 전략적 개선 방향을 제안하였다는 점에서 차별화된다. 아울러경영 환경 변화에 따른 투입 자원에 대한 정량적 예측을 통해 미래 운영 전략 수립에 활용할 수 있다는 측면에서실무적인 의의가 있겠다. 본 연구에서 제시하는 평가-개선-예측의 통합 방법론에 대한 실증 연구를 통해, 향후 MNC의 해외 법인 관리에 실효성이 있는 모형으로 공헌할 것으로 판단된다.

Many companies have expanded their subsidiaries to retain cost advantage and to obtain new markets. Due to the increasing competitive pressure from the international marketplace, these MNC(multinational corporate) must steadily reorient their global operation strategies to remain market competitiveness. Over the past years, many researchers and practitioners have investigated subsidiaries' evaluation methods. Understanding exact performance of subsidiary is essential function and critical process for a better international business. Evaluation results can be the motivation for MNCs to manage subsidiaries and enables them to be competitive in continuously changing business environment. Additionally, the performance measurement of their subsidiaries has been recognized as an important factor to improve overall business performance through coordination and controls within the MNC. Subsidiaries are distinguished from independent companies in terms of their relationship with MNC as each subsidiary has its own goals with unique characteristics derived from history, context, culture, and roles in MNC. As a result, some subsidiaries can be assessed more important than others.
In this study, we focus on the practical methods to evaluate subsidiaries for operation improvement and predict future operation. We propose a comprehensive approach with evaluationimprovement- prediction. In evaluation, we suggest a hybrid method with a strategic importance considering subsidiary's relatively important position and an operation efficiency using several input resources and output performances. We apply AHP(analytic hierarchy process) to a strategic importance and DEA(data envelopment analysis) to an operation efficiency. To calculate the combined score, we conduct the AHP group decision to generate weighted values. Then, we classify subsidiaries into four groups through a quadrant analysis and determine the improvement direction by a diamond graph analysis. As Ⅱquadrant has a high strategic importance but a low operation efficiency, we select Ⅱquadrant as an improvement group with priority. We carry out the DEA projection analysis to propose a quantitative improvement targets for a selected subsidiary. Predicting future performance of each subsidiary is an important information to establish an operation strategy. We apply inverse DEA to calculate the available input resources or output performances.
This study has numerous implications. First, this study proposes a multidimensional method to evaluate the subsidiaries of MNCs’ with hybrid approach in terms of a strategic importance and an operation efficiency. Second, the subsidiaries which need an operation improvement are selected considering their strategic importance as well as an operation efficiency. Third, this study shows how to select (poor) subsidiaries and determine a strategic improvement direction through quadrant analysis and diamond graph analysis. We select quadrant II as an improvement group and propose operation efficiency improvement as a short term improving direction. Finally, this study conduct future operation prediction using inverse DEA to help MNCs establish future operation strategy. With the proposed frameworks, MNCs can evaluate subsidiaries comprehensively, drive improvement strategically, and predict reasonable operating performance practically to enhance their international business management.
