다차원 모형에 입각한 한국 특수교육정책 분석 (The Analysis of Korea Special Education Policies by Multidimensional Model)

초록

본 연구는 한국 특수교육 발전 과정에서 수립되었던 정책 중 중장기 계획에 해당하는 제1차~제3 차 특수교육발전 종합계획에 대한 정책분석을 통해 한국 특수교육 정책의 특징을 파악하여 미래 특수교육 정책 결정과정의 개선방안을 모색하는데 목적이 있다. 특수교육 정책을 분석하기 위해 Cooper, Fusarelli & Randall(2004)이 제시한 규범적 차원, 구조적 차원, 구성적 차원, 기술적 차원의 4가지 차원으로 구성된 다차원 분석 모형이 적용되었다. 분석 결과는 다음과 같다.
첫째, 규범적 차원에서의 제1차 특수교육발전 5개년 계획에서부터 제3차 특수교육발전 5개년 계획까지의 정책은 인간존중과 교육의 평등성 보장이라는 가치를 실현하기 위해 비전 및 목표에 자아실현, 통합교육, 사회통합, 사회참여를 강조하고 있으며, 그 시대의 사조도 반영하고 있다. 둘째, 구조적 차원에서는 특수교육정책이 특수교육현장과 수요자들에게 파급되려면 정책을 집행하는 행정조직이 업무를수행하기 원활하도록 인력이 배치되어야 한다. 셋째, 구성적 차원에서는 제1차 특수교육발전 5개년 계획에서는 드러나지 않지만 제2차 특수교육발전 5개년 계획에서부터 제3차 특수교육발전 5개년 계획까지특수교육 정책형성 과정에서 이해당사자의 영향은 매우 컸다. 넷째, 기술적 차원에서는 제1차와 제2차에서는 국가와 지방정부의 정책수행 시스템 부족으로 업무담당자가 중심이 되어 실행가능성과 여건을 무시한 채 이상적인 정책이 수립되거나 업무담당자의 능력과 의지에 따라 성과가 달라지기도 했다.

영어초록

This research analyses the past five years special development plan and one in progress with the focus on the special education policy.
Educational policy analysis was conducted with multidimensional models, based on Cooper et al. (2004). Such dimensional models were, normative, structural, constitutive and technical dimension, analysed in-depth, thoroughly.
Multi-dimensional policy analysis models were applied on 1st to 3th five years special educational development plan sand results are shown below(Cooper et al, 2004).
The normative dimensions carried by the current special educational policies includes, humanity, equality, self-realization and social integration, whereas 1st and 2nd five years special educational development plans focused on educational equity, influencing on compulsory, free, integrated and work-related education.
For the structural dimensions, Ministry of Education and District/Regional Education Office were considered, to see the effects on the special education policies. Particularly, in order for the special education policies to have effects on special education facilities and disabled individuals, human resources must be allocated adequately for an efficiency of governmental organization, systemic review of the policies needs to be placed methodologically and communications and cooperation are needed between governmental agencies.
In terms of Constitutive dimensions, policy related surveys, based on the stakeholders, such as the parents of students with needs for the special education and non-governmental special education organizations, meets education requirements of facilities and establishment of the policies, for the efficient special education facilities and effective placement of the policies, ideally helping with overall policy enactment.
Technical dimension wise, limited governmental and district active policy systems affected 1st and 2nd five years special education development plans, resulting in inconsistent outcomes depending on individual officer’s abilities.
