다문화 이주민 선교: 독일교회 사례를 중심으로 (Mission to Multicultural Immigrants: In Cases of the German Church)

초록

독일은 영국이나 미국, 호주와 같이 국가적 차원에서 이민을 허용하는 이민국가가 아니다. 그럼에도 독일에는 이주민 배경을 지닌 사람들(Menschen mit Migrationshintergrund)이 2009년 현재 1천6백만(16,0Millionen) 명이 거주하고 있으며 이 숫자는 독일 전체인구의 19.6%를 차지하는 높은 비율이다. 그런 점에서 독일은 분명히 다문화사회임을 부인할수 없다. 독일은 제2차 세계대전 이후 네 번에 걸친 이주의 물결이 있었고여기에 따라 이주민들을 세 가지 유형으로 구분한다: 여러 가지 이유로 타국에 거주하다가 본국으로 귀환한 독일인, 이주노동자, 망명자.
중세 유럽의 기독교국가(Christentum)의 흔적을 가지고 있는 독일교회는 여전히 교구중심의 교회제도를 갖고 있다. 그렇기 때문에 지역교회 차원에서 선교활동을 하는 것이 익숙하지 않다. 독일교회의 다문화선교 활동은 지역교회보다 공교회적 차원에서 접근하고 있다. 독일 개신교회(EKD)에 속하지 않은 자유교회(Freikirche)의 교회들은 개교회 차원에서 지역의사람들에게 전도활동을 하고 있다.
독일교회의 다문화선교는 독일교회의 특성을 잘 이해하고 그것에 적합한 관점에서 연구해야 한다. 독일교회의 선교는 독일 개신교회(EKD)와 주교회(22개의 주교회) 차원에서 실시하고 있다. 이 교회들은 선교에 대한 정책을 수립하고 재정적 지원을 하며 국내와 해외에서 선교활동을 활발하게수행한다. 그러나 지역에 있는 개교회(Gemeinde) 차원에서의 선교는 약하다. 지역교회는 자신의 교구에 등록한 교인들을 목회적 차원에서 돌보고교육하는 일에 집중하고 있다. 교회 밖에 있는 선교단체들은 독일내의 이민교회들과 협력함으로 그들의 선교활동을 지원하는 방식을 취하고 있다.
독일교회의 다문화선교는 독자적인 방식이 아니라 독일에 거주하는 이민교회와 협력방식을 통해 수행한다.
본 논문에서는 이러한 독일교회의 특성에 맞추어 독일사회에 거주하는이주민들을 대상으로 독일 개신교회(EKD)와 주교회 그리고 지역교회와선교단체 차원에서 어떻게 선교사역을 실시하고 있는가를 다양한 관점에서 소개하려고 한다.

영어초록

Germany is not a country such as permits the immigration at its national level like the Great Britain, the United States and Australia. Nevertheless, in Germany, the number of people who reside having the immigrant background (Menschen mit Migrationshintergrund) is about 16 million (16,0 Millionen) and this number is the high ratio which accounts for 19.6% of the total population of Germany. In that regard, that Germany is composed of the multicultural societies cannot be denied. After World War II, Germany experienced four waves of migration over time. Depending on this, the settlers are classified into three types: the Germans who returned to their homeland, having lived in other countries for several reasons, immigrant workers, and asylum seekers.
The German Church which has the traces of the Medieval European Christian countries (Christentum) still has the Church Institutions based on the parish. Therefore, conducting the missionary work in the level of the local churches is not familiar to the German Church. The multicultural missionary works of the German Church are approached by the viewpoints of catholic churches rather than by those of the local churches. The churches of the Free Church (Freikirche)that don't belong to the German Protestant Church (EKD)spread the Gospel to the regional people on the level of the local churches (Gemeinde).
For the multicultural Mission of the German Church, the characteristics of the German Church should be understood first of all. And according to that viewpoint, the German Church should be studied. The Mission of the German Church is being conducted on the level of the German Protestant Church (EKD) and the State-Established Churches (22 churches).
These Churches set up the policies to the Mission, give the financial support, and conduct the missionary works abroad as well as at home actively. However, the missionary works on the level of the local churches (Gemeinde) are feeble. The local churches concentrate on caring and educating the Christians who belong to their parish in the pastoral level. Para-Churches outside the Church are working in a way to support their missionary works in cooperation with the immigrant churches in Germany. The Multicultural Mission of the German Church conducts the missionary works not in its own unique approach but through the cooperative approach with the immigrant churches in Germany.
This paper introduces how to conduct the missionary works toward immigrants who reside in the German societies in the prospective of the German Protestant Church (EKD), and the State-Established Churches, the local churches, and Para-churches, according to the characteristics of the German Church.
