다문화가족의 형성과 문화적 적응 (The Formation and Cultural Adjustment of Multicultural Families)

초록

이 글은 1990년대부터 우리 사회에 나타나기 시작한 다문화가족과 국제결혼을 연구대상으로 하고 그것에 대한 연구성과를 발판으로 그간에 나온 논문들과 신문자료, 인터넷 검색자료 등을 분석하여 주제에 관한 논의를 진행하였다. 구체적으로는 ① 혼혈 및 혼혈인, 국제결혼-단일민족론에 대한 담론과 혼혈 및 혼혈인에 대한 인식, 6･25전쟁과 국제결혼, ② 다문화가족의 형성과 가족관계-외국인근로자의 유입, 다문화가족의 형성과 가족관계, ③ 다문화가족의 문화적 적응-여성결혼이민자의 문화적 적응, 다문화가족 자녀의 문화적 적응, 건강한 다문화사회 건설을 위한 제언을 주 내용으로 담고 있다.
우리는 흔히 스스로 ‘단일민족’이라고 말한다. 여기서 단일민족은 오랜 세월을 거치면서 유전적 동질성을 획득했다는 의미이지 한국인의 기원이 하나라는 의미는 아니다. 오히려 한국인은 동아시아 내에서 남방과 북방의 유전자가 복합적으로 이뤄져 형성된, 다양성을 지닌 민족이다. 여러 가지 자료를 통해 얻을 수 있는 결론은 지금까지 우리가 가지고 있었던 단일민족에 대한 그간의 생각을 수정할 때가 되었다는 것이다.
한국에 살고 있는 외국인이 100만 명을 넘어선 것으로 나타났다. 전문가들은 외국인이 국내 인구에서 차지하는 비중이 2%를 넘어선 만큼 대한민국도 이제 본격적인 ‘다문화 시대’에 진입했다고 보고 있다. 그런데 다문화가족은 도시지역 보다 농촌지역에서 더 많이 볼 수 있다. 농촌지역에서의 가족관계는 핵가족 직계가족에서의 가족관계를 넘어 친족관계까지로 확대되어 있어 도시에서의 그것과 다른 양상을 보인다고 할 수 있다. 따라서 외국인 며느리가 이해해야 할 가족관계가 광범위하고 복잡하여 가족생활에의 몰입에 더 많은 노력이 필요하게 된다.
지금까지 우리 사회에서 논의되어온 다문화 사회의 문제점으로는 ① 결혼이주 여성의 문화적 부적응 문제, ② 다문화가족 아동의 사회부적응 문제, ③ 다문화가족에 대한 언론의 편견조장, ④ 가정폭력문제. ⑤ 다문화가족의 경제적 곤란, ⑥ 국제결혼 중개업자들의 도덕적 문제, ⑦ 다문화가족 자녀들의 교육문제를 드는 경우가 많다.
첫째, 「혼혈 및 혼혈인, 국제결혼」에서는 단일민족에 관한 종전의 개념에 변화가 일어나고 있음을 지적하고 혼혈 및 혼혈인에 대한 인식은 아직 변화의 기미가 보이지 않고 6･25전쟁은 국제결혼을 촉발시킨 계기가 되어 지금의 다문화사회, 다문화가족 형성의 기틀을 제공한 것으로 보았다.
둘째, 「다문화가족의 형성과 가족관계」에서는 1990년대 초반 외국인근로자의 유입 배경을 설명하고 2000년대 들어 형성되기 시작한 다문화가족의 형성과정과 그들의 가족관계에 대하여 간략히 검토하였다.
셋째, 「다문화가족의 문화적 적응」에서는 여성결혼이민자의 문화적 적응과 다문화가족 자녀의 문화적 적응에 대하여 고찰하였는데 다문화가족 자녀의 이중언어 습득이 한국사회의 미래 경쟁력을 높이는데 도움이 될 것이라고 결론지었다.
결론적으로, 우리 사회가 다문화사회로 향해가는 배경에는 6･25전쟁을 전후한 국제결혼, 1990년대 초반 외국인근로자의 유입, 2000년대 들어서서 본격적으로 시작된 외국인과의 결혼 등이 자리잡고 있고 문화적 적응이라는 의미로 교육을 통해 이주자의 동화를 지향하는 것은 곧 다른 형태의 차별이 될 수 있음을 지적하였다.

영어초록

This article deals with multicultural families and international marriages which emerged in the Korean society from the 1990s and based on the research results and with the analysis of the research papers, newspaper articles and Internet-based data, this article discusses the topics related to multicultural families and international marriages. Specifically, the main issues of this article are as follows: ① racial mixture and multiracial people, international marriages-discussions on single-race and the awareness of racial mixture and multiracial people, the Korean War and international marriages, ② the formation of multicultural families and the family relations-the influx of workers from overseas, the formation of multicultural families and the family relations, ③ cultural adjustment of multicultural families-cultural adjustment of female marriage immigrants, cultural adjustment of children of multicultural families, proposals for the construction of healthy multicultural society.
We, Koreans, generally refer to Korea as a single-race nation. Here, a single-race nation does not mean that the origin of Korean people but means that Koreans have acquired genetic homogenenity with time. Koreans were formed by the genes from the southern and northern region and they are a race of people with ethnic diversity. Based on the various kinds of data, we can draw a conclusion that it is time for us to modify our ideas of a single-race nation.
It is reported that there are more than 1 million foreigners living in Korea. Experts assume that since the foreigners take up 2% of Korea’s population, Korea has set foot in the age of multicultural society. However, multicultural families are more easily found in the rural areas rather than in urban areas. In the rural areas, the family relation has extended from nuclear immediate family to kinship and this kind of aspect has a big difference with that of the urban areas. Accordingly, the family relations get widened and more complex which make foreign wives to put more effort in their family life.
The drawbacks of the multicultural families in the Korean society which have been discusses are as follows: ① cultural maladjustment of female marriage immigrants ② the problems of social maladjustment of children from multicultural families ③ promoting bias against multicultural families by press ④ the problems related to domestic violence ⑤ the financial difficulties of multicultural families ⑥ the moral problems of matchmakers of international marriages ⑦ the educational problems of children of multicultural families.
First, in terms of racial mixture, multiracial people and international marriages, this article points out that there has been a change in the previous concept of a single-race nation and that there is a lack of changes in the awareness of racial mixture and multiracial people. In addition, with the outbreak of the Korean War, international marriages have served as a basis of multicultural society and the formation of multicultural families in the present.
Second, in terms of the formation of multicultural families and the family relations, this article explicates the background of the influx of foreign workers in the early 1990s and briefly discusses the formation process of multicultural families and their family relations.
Third, in terms of the cultural adjustment of multicutural families, this article inquires into the cultural adjustment of female marriage immigrants and the children of multicultural families and draws out a conclusion that bilingual acquisition of the children will be helpful in enhancing the nation's competitiveness in the future.
As a result, international marriages around the Korean War, the influx of foregin workers in the early 1990s and the increase in the number of the international marriages with the opening of the 21st century account for the Korean society’s change into a multicultural society, and an inclination to assimilate foreign immigrants through education in a sense of cultural adjustment can be a different form of discrimination.
