다문화 사회에서의 다문화가족지원법 개선방안에 대한 고찰 - 실효적 사회통합을 중심으로 - (A Study on the Improvement of the Multicultural Family Support Act in a Multicultural Society -focusing on effective social integration-)

초록

· 연구 주제: 다문화사회에서의 사회통합을 위한 다문화 개념의 편협성과 적용 대상의 제한에 대한 비판적 검토, 정부 예산 편성 및 집행의 효율성을 지적, 다문화 교육에 근거한 이주민 법률 교육의 정책적 필요성 제고 등을 통한 개선방안을 제시하고자 한다. 또한 다문화가족의 생활법률 교육을 통한 공동체 사회의 건강한 통합 및 실효성을 확보하고자 한다.
· 연구 배경: 20세기 후반 결혼이민자 가족 외의 구성원도 인구 극감시대 중요한 사회 공동체 구성원이라는 점에서 이들에 대한 지원방안을 강화하는 것이 필요함과 다문화가족을 보호함에 실질적인 대안을 제시하고 입법화에 있다.
· 선행연구와의 차이점: 다문화가족의 사회적 위축, 자아 존중감 상실로부터 삶의 질 저하, 우리 공동체 사회의 구조적 결함과 문화적 부적응, 낙인에 따른 우울증 증가, 삶의 만족도 저하 등 문화적 이질감에 따른 사회적 갈등이 증폭되고 있는 현실이다. 이에 이러한 많은 요인들의 해소 방안으로 공동체 생활법률 교육을 통한 이주민의 생활 안정과 공동체 사회구성원의 역할과 책임을 강조, 건강한 사회통합에 기여함에 선행 논문과 차별화하고자 한다.
· 연구 방법: 선행 논문(학회지)과 문헌 검토, 다문화가족지원법, 정부의 외국인 고용정책, 지방자치 단체 외국인 주민 현황 등 입법과정을 검토하였다.
· 연구결과: 다문화 관련 법령인 다문화가족지원법, 국적법, 외국인처우법 및 고용법 등으로 중복 또는 누락된 부분을 체계적으로 정리할 필요성과 발전방안을 제시하였다.
· 공헌점 및 기대효과: 첫째, 다문화가족의 삶의 만족도 향상 및 생활법률 교육프로그램 개발에 의한 인간성 존중 향상에 기여한다. 둘째, 다문화가족의 복지 향상에 실효적인 정책적 대안 마련에 기여하고자 한다.

영어초록

· Research topics: It aims to present improvement measures by critically reviewing the narrowness of multicultural concepts and restrictions on application, pointing out the efficiency of government budgeting and execution, and enhancing the policy need for legal education for migrants based on multicultural education. In addition, it is intended to secure healthy integration and effectiveness of the community through life law education for multicultural families.
· Research background: Since members other than marriage immigrant families in the late 20th century are also important members of social communities in the era of extreme population, it is necessary to strengthen support measures for them, present practical alternatives to protecting multicultural families, and legislate them.
· Differences from prior research: It amplifies social conflicts due to cultural heterogeneity, such as social contraction of multicultural families, loss of self-esteem, structural defects and cultural maladjustment in our community, increased depression due to stigma, and decreased life satisfaction. Therefore, as a solution to these many factors, this study aims to differentiate itself from previous papers by emphasizing the stability of migrants' lives and the roles and responsibilities of community members through community life law education.
· Research method: The legislative process was reviewed, such as the previous thesis (academic journal) and literature review, the Multicultural Family Support Act, the government's foreign employment policy, and the status of foreign residents in local governments.
· Research results: The necessity and development plan to systematically organize overlapping or missing parts such as the Multicultural Family Support Act, Nationality Act, Foreign Treatment Act, and Employment Act, which are laws related to multicultural laws related to multiculturalism.
· Contribution points and expected effects: First, it contributes to the improvement of life satisfaction of multicultural families and the improvement of respect for humanity by developing of life law education programs. Second, it aims to contribute to the preparation of effective policy alternatives to the improvement of the welfare of multicultural families.
