초록

최근 들어 한국사회는 다문화사회로의 변동을 마치 당연한 듯이 받아들이고 있다. 그러나 여기에는 이상과 현실의 격차가 있다. 이 연구는 이러한 점에 착안하여 한국사회에서의 다문화 논의의 한계성과 그 유효성에 관하여 고찰하였다. 한계성으로는 첫째, 다문화사회로 규정할 수 있는 외국인 비중이 다문화사회라 불리는 서구 국가들과 비교해 볼 때 그렇게 많지 않다는 것이다. 둘째, 다문화에 대한 서구사회의 이론적 연구에 근거한 정책의 부재에 따라 다문화 논의에 한계가 있다는 것이다. 셋째, 결혼이주여성 중심의 다문화 논의가 전체 외국인들의 실체를 반영하는 듯 하는 착시를 유도한다는 점이다. 유효성으로는 지속적인 경제발전을 유지하기 위해서는 산업현장에서의 안정적인 노동력공급이 반드시 필요하며 이를 위한 지속적인 외국인력의 유입이 이루어 질 것이라는 점이다. 또한 결혼이주여성의 증가에 따른 다인종적 공존, 이에 더해 연(年)평균 외국인 관광객 천만명 시대를 맞아 다문화적 가치와 정책의 논의는 불가피 하다는 점이다. 오히려 이러한 측면에서 다문화성에 관한 담론의 확장은 계속되어야 할 당위성이 있다.

영어초록

The purpose of this study is to figure out the limitation and the effectiveness of the multicultral discussion on the basis of the convergent process of Korean multicultural society. In recent years the Korean society has rapidly become so called Multicultural society to have as many as 1.4 million foreigners residing in the nation. among this mumber of foreigners migrant workers and internationally married immigrant women are the main figures. Needless to say the moods of majority korean society admitted that the multicultural society has come already but theoretically it is still argueable matter. and must be redefined through the new discoursive configuration. even though Korean government initiated few multiculture related policies this is not the sign of advent of multicultural society.
As a result of this study the limitations of multicultural discussion are as follows first, the percentage of whole foreigners who are residing in Korea is far cry from the criteria of multicultural society. second, the main topics of multicultural discussion is focusing mainly internationally married immigrant women third, due to the lack of theory of multiculturalism the policies for the foreigners are not justifiable as a multicultural policy. On the other hand The effectiveness of the discussion is that in order to maintain economic growth korea needs to continually inpour manpowers from oversea countries and the rate of international marriges will be higher than now thus whether want or not Korean society will have more foreigners to be associate with. this gives the good reason why the multicultural discussion will be continued.
