지식재산 전문인력의 인식에 기반한 지식재산 이러닝 발전방안 (Study on a Way for Developing Intellectual Property E-learning Based on Awareness of Intellectual Property Experts at Domestic and Foreign)

초록

이 연구는 국제적인 지식재산 인재 양성과 지식재산교육의 이러닝 교육시장을선도하기 위하여 국내·외 지식재산 인력의 인식에 기반한 지식재산 이러닝의 발전방안을 탐색하는 데 목적이 있으며 연구 결과에 따른 결론은 다음과 같다.
첫째, 설문에 응답한 국내·외 인원의 64.24%가 지식재산 이러닝에 대하여대체로 만족하지만, 응답자들의 개선 요구에 따라서 지식재산 이러닝은 학생들의수준을 고려한 콘텐츠의 난이도 조절과 학습자와 교수자 간의 상호작용을 독려할수 있는 이러닝 교수설계가 필요하다.
둘째, 지식재산교육의 선호하는 교수·학습 방법은 온라인과 오프라인을 혼합하는 블랜디드 방법이며, 콘텐츠는 소양교육과 전문교육의 난이도를 가진 특허권(보호) 분야를 요구하였다. 지식재산 이러닝의 지원언어는 영어, 중국어 순으로 선호하였다. 이는 국내뿐만 아니라 영어권과 중국어권 개도국까지 교육생을 확대하기 위하여 고려해야 하는 교수·학습 방법 및 자원이므로 지식재산 이러닝을 개발·운영하는 데 반영이 요구된다.
셋째, 구안한 국제 지식재산 이러닝 교육프로그램(40개)은 모두가 보통(M=3.00) 이상으로 타당하게 나타났으며, 국내·외 응답자 간에 통계적으로 유의하게 나타난‘지식재산 용어 및 입문’,‘ 주요 지식재산권법 연구’,‘ 국제법 연구및 실무’, ‘파리 협약 및 WTO/TRIPs 조항 이해’, ‘상표권 관련 국제조약 조항이해’등 5개는 국내·외 인력 대상에 따른 차별화 전략이 필요하다.
마지막으로 국내·외 전문인력의 인식에 기반한 지식재산 이러닝의 개선 노력과 국제 지식재산 이러닝의 콘텐츠를 주도적으로 개발·운영해야 한다. 이를 위해서는 지식재산 선진국과의 협력체제 구축을 통한 공동 개발과 선진국 및 개도국의교육생들까지 유입하기 위한 운영방안을 모색해야 한다. 또한 이를 전담하는 지식재산 이러닝의 인·물적 지원체제로서‘국제 지식재산 이러닝 센터(가칭)’의 설립과 운영이 뒷받침되어야 할 것이다.

영어초록

The purpose of this study is to inquire into a way for developing intellectual property e-learning based on awareness of intellectual property experts at domestic and foreign to cultivate intellectual property experts and lead e-learning market of intellectual property education. The conclusion of this study is as follows.
First, 64.24% of those surveyed said that they were satisfied with intellectual property e-learning. It is necessary to design e-learning teaching that encourages interaction between teacher and learner and adjustment of level of difficulty of contents which considers the level of students.
Second, those surveyed said that they prefer blended method in which on-line and off-line are mixed in teaching-learning method for intellectual property education and they need patent rights (protection)with basic and advanced level. Preferred languages in intellectual property e-learning education are English, followed by Chinese, which should be reflected in developing and operating intellectual property elearning to expand students who study intellectual property into Chinese-speaking world as well as English-speaking world.
Third, devised international intellectual property e-learning education programs (40 programs) are found above average (M=3.00)and it is necessary to differentiate ‘Intellectual Property Terminology &Introduction to Intellectual Property’, ‘Intellectual Property Laws Outside Korea(US, Europe, etc.)’, ‘International Law: Theory and Practice’, ‘Understanding the Paris Convention and the WTO/TRIP Agreement’, and ‘Understanding International Trademark Treaties’ that are found statistically significant through the survey.
Fourth and lastly, it is necessary to develop and operate contents of international intellectual property e-learning and improve intellectual property e-learning based on awareness of experts at domestic and foreign. A way to attract students of advanced countries and developing countries and develop intellectual property e-learning in cooperation with advanced countries in the field of intellectual property should be sought to develop and operate contents of international intellectual property e-learning and improve intellectual property e-learning. In addition, Global Intellectual Property E-learning Center (tentative name) should be established and operated to support intellectual property e-learning.
