뉴테러리즘에 대비한 예비군의 효율적 운용관리 방안 -다중이용시설 방호를 중심으로- (A Study on Efficient Operation Plan of the Reserved Forces against New-terrorism -Focus on the protection of multi-purposed facilities-)

초록

현재의 뉴테러리즘은 예측불가한 상황과 장소에서 불특정 다수를 대상으로 이루어지고 있다. 뉴테러리즘은 주체가 불명확하고, 피해규모가 막대하며 대응시간이 부족하다는 특징이 있으며, 테러유형별로 보면 폭파와 무장공격이 기타 납치나 암살 등의 유형보다 월등히 많은 것을 알 수 있다. 테러시 사용무기는 폭발물과 총기류가 단연 앞서고 있고, 이는 인명에 대한 살상을 의도한 테러가 많다는 것을 반증하고 있다. 테러 대상 시설은 군경시설과 민간시설 그리고 다중이용시설에 대한 테러가 증가하고 있다. 따라서 이 연구는 테러리즘이 증가하고 있는 현실적 상황에서 이를 대비하기 위한 예비군 활용방안을 몇 가지 도출하여 제시하였다. 첫째, 군사 비군사 작전 소외지역 보완을 위해 국가/군사주요시설을 제외한 다중이용시설에 향토예비군을 활용. 둘째, 사전인지능력 구비를 위하여 예비군의 테러의 전쟁을 위해 일부 훈련시간을 투입하기 위한 방안을 모색. 셋째, 테러 발생현장의 인력과 대응체계 확보를 위해 예비군의 조직을 테러리즘에 대비한 조직으로 강화. 넷째, 다중이용시설 테러에 대비한 향토예비군 설치법의 개정과 테러방지법 제정을 주장함과 동시에 이것이 어렵다면 통합 방위법에 테러방지 임무를 부여하는 것이다.
후방지역작전과 동일한 수준의 예비군 부대의 편성과 운영, 계획 수립 등으로 테러에 대비하기 위해 현재 행정구역단위로 편성되어있는 예비군 읍․면․동대와 수임군부대별로 대테러임무수행을 위한 예비군으로 편성된 부대를 만들어 지역 또는 행정구역, 국가중요 시설 등의 방호 우선순위에 따라 조직 편성하고 뉴테러리즘이 발생 시 즉각 투입하여 임무를 수행하도록 하는 방안을 제시하였다. 이 연구를 통해 제시된 예비군 부대의 활동은 평소 후방지역 작전간 수행하는 임무수행 절차에 추가하여 대테러방지를 위한 사전 첩보 수집과 징후 발견, 의심 사항 발생 시 즉각 조치 할 수 있는 체제를 강구하도록 임무를 부여하여 보이지 않는 적과 싸울 수 있는 준비를 동시에 한다면 후방지역작전에 대한 사전 대비뿐만 아니라 대테러작전을 위한 준비가 이루어져 국가 차원에서 뉴테러리즘에 대한 대비태세확립에 기여할 것으로 본다.

영어초록

They say that present new-terrorism is the most dangerous enemy to protect necessarily us from indiscriminate attack without any end or intention for unspecified persons in the situation and place impossible to forecast.
New-terrorism is indistinct on the subject without any face, tremendous in happening the damage and lack of the confrontation time. The bombing or armed attack is so far most than the other kidnapping or assassination in the terror types. The arms to use in terror is almost the explosives and the gun kinds. This study is to prove that many terrors intend to kill and wound the persons. Terror-objective facilities are the military and police ones and the private ones and its terror on multi-purposed facilities is increasing. Accordingly, this study insists that we, the first, make use of local reserved forces on multi-purposed facilities except national/military main facilities for improving the military and non-military isolated regions, the second, search for the plan to throw partial training time of reserved forces against a war of terror for possessing the before-recognized ability, the third, enforce the organization of reserved forces to prepare the terrorism for securing the persons and counter-system in the terror-occurred field and finally, require the amendment of local reserved forces establishment law and enactment of terror-prevention law for operating local reserved forces against the terror on multi-purposed facilities and in the case of being difficult to practice this, endow its duty on the complex-defense law with it.
This study presents a plan possible to perform the duty after being thrown immediately in occurring the terrorism as forming the organization according to the priority order of protection facilities such as region, management block, national main facilities, etc. and making the corps composed of reserved forces for terror-duty performance through composition, operation, plan-making, etc. of reserved forces corps in the same level with the communications zone strategy from present Eup․Myeon․Dong reserved forces distributed by management block unit against terror and nominee military corps. The reserved forces corps will contribute to establish the preparation condition against new-terrorism in the national dimension as being ready for counter-terror strategy as well as prepare in advance for the communications zone strategy, if they are ready for fighting against the enemies impossible to see as adding to the duty performance procedure to perform among the communications zone strategies and sharing the duty to devise the system possible to treat immediately in collecting secret informations beforehand, finding the signs and happening the doubt notes.
