중국 뉴노멀 시대 도래와 대 중앙아시아 경제전략 변화 (The arrival of the new normal era in China and its economic strategic change against Central Asia)

초록

중앙아시아 주요 5개국(카자흐스탄, 키르기스스탄, 타지키스탄, 우즈베키스탄, 투르크메니스탄: 이하 ‘중앙아시아 국가’)들은 1991년 구소련으로부터 독립한 이후 러시아와의 역사적 유대관계를 기반으로 지속적인 경제교류를 이어가 러시아에 대한 경제의존에서 쉽게 탈피하지 못했다. 그러나 최근 중앙아시아 경제를 떠받쳐온 에너지 산업이 몰락한데다 중앙아시아 국가들의 최대 교역국인 러시아 경제가 리세션에 빠진 상태다. 석유생산량 기준으로 세계 2위를 유지하고 있는 러시아는 저유가와 자국 내 경기 침체에 따른 루블화 폭락으로 경제상황이 급속도로 악화되고 있으며 이러한 상황은 주변국들의 경제 발전에도 직접적인 영향을 미치고 있다.
한편 중국은 중앙아시아 국가들과 무역, 투자, 교육, 문화 등 다방면에서 지속적인 교류를 이어오고 있었으며, 특히 무역구조의 상호보완성이 높아 양자의 경제발전과 함께 교역량이 지속적으로 증가했다. 1990년 후반에 이르러서는 중국 경제의 팽창과 중앙아시아 진출 확대로 중앙아시아 국가의 대 중국 경제의존도가 더욱 심화되었고, 현재 중국이 중앙아시아에 미치는 경제적 파급력이 이미 러시아를 추월했다는 평가도 나온다. 중국은 이제 무역, 투자 모든 면에서 중앙아시아 국가들의 중요한 협력파트너가 되어있으며, 이후 중국은 안정적 협력 파트너, 나아가 경제영역을 넘어 정치, 안보 영역까지 그 협력관계가 확대되길 기대하고 있다. 특히 최근 중국은 국력신장과 일대일로 추진에 힘입어 일대(一帶)에 포함되는 이들 국가들에 대해 보다 공세적이고 포괄적인 경제협력관계를 제시할 것으로 예상된다.
기존 중국의 대 중앙아시아 국가 경제정책에 대한 연구는 에너지 협력 차원에서 본 변화, 일대일로의 추진과 신 실크로드 경제벨트 설립을 위한 초석 마련, 중앙아시아 각 국가와의 무역과 투자방향 등의 측면이 다수를 이룬다. 그러나 본 연구에서는 중국의 대 중앙아시아 정책 변화의 근본요인으로 상호 경제적 의존성이 깊어진 가운데 단행한 중국내 경제발전 모델의 수정에서 찾고자 한다. 즉, 현재 중국은 신창타이(新常态)시대 도래와 함께 기존 투자와 수요 중심의 경제성장 방식에서 소비와 공급 중심의 방식으로 변화를 추구하고 있다. 이러한 중국의 경제성장 구조개혁의 연장선상에 대 중앙아시아 국가들에 대한 경제정책의 변화가 자리하고 있다는 것이다. 또한 중국의 일대일로 정책이 나오게 된 배경에도 중국의 성장위주 경제발전의 문제점 해결을 일부 포함하고 있다고 할 수 있으므로 중국 국내 경제정책의 방향과 일대일로 추진전략과의 연관성을 부정하기 어렵다. 실제로 중국과 일대일로 핵심 지역인 중앙아시아 국가들의 많은 경제협력 사례들이 중국의 경제개혁 정책과도 부합하고 있다. 그러므로 향후 중국의 중앙아시아 국가에 대한 경제 전략은 중국내 경제개혁 정책과 밀접한 관계가 있다고 볼 수 있을 것이다.
이에 본 연구에서는 우선 중국의 중앙아시아에 대한 경제협력의 변천사와 중점 협력요소들에 대해 살펴보고, 양국의 경제협력 심화에 따른 경제의존도를 분석해본다. 이를 통해 경제의존도 심화에 따른 중국내 경제정책변화가 중국의 대 중앙아시아 진출 전략에 어떤 영향을 미치는지 알아보겠다. 마지막으로 중국 국내 경제개혁 내용과 함께 향후 중국의 대 중앙아시아 경제정책의 향방에 대해 논의해 보도록 하겠다.

영어초록

Central Asia major 5 countries(Kazakhstan, Kirgizstan, Tadzhikistan, Uzbekistan, Turkmenistan: and less ‘Central Asian countries’) did not readily escape from the economic dependence on Russia by continuing their persistent economic exchanges based on their historic ties with Russia after becoming independent of Soviet Union(Russia) in 1991. Still recently, the energy industry which has supported Central Asia economy collapsed, as well as Russia, the largest trading partner of central Asia countries has been in the economic recession. Keeping number two in the world on the standard of the amount of oil production, Russia has an direct influence on neighbor nations’ economic development with its economy aggravated because of the fall of Russian rouble according to low oil price and its domestic economic recession.
Meanwhile, as the emerging Central Asian countries have depended on Chinese economy more since the later of 1990, there is also the assessment that the economic tripple effect China has currently had on Central Asia has already overtaken Russia. China has already been an important cooperative partner with central Asian countries in every respect such as trade and investment, and from now it is expected that China will have been an economic partner futhermore, that the partnership will extend to the aspects of politics and national security. Particularly, it is expected China will suggest more aggressive and comprehensive economic cooperative relationship to these countries included in the whole area on recent the strength of extension of national power and one-to-one thrust.
The existing study on Central Asian countries’ economical policies against China consists of many aspects like the changes considered in the dimension of energy diplomacy, one-to-one thrust, the arrangement of foundation for establishment of the new Silk Road Economic Belt, the trial to find their industrial cooperative measures with China caused by the industrial diversification movement in each of Central Asian countries. However, in this study, in the midst of their deepened economic interdependence, I intend to find, the basic cause of the change of Central Asian countries’ economic policies against China, in the executed modification of China’s economic development model. That is to say, currently, with the arrival of the new normal era, China seeks to switch from the existing way toward investment and demand to the way toward consumption and supply. In an extension of this economic development structure reform in China, lies the change of Central Asian countries’ economic policies against China. As a matter of fact, the cases of the economic cooperation of Central Asia with China measure up to China’s economic reform policies. Therefore, from now on, we will be able to see that China’s economic strategy against Central Asian countries is closely connected to the economic reform policies.
Hence, through this study, first of all, I will examine the economic cooperative structure and situation, and the cooperative elements of China with central Asia, next, I will analyse the main factors which brought such changes of policies to China-particularly, the deepened dependence of central Asia on China. Finally, with the contents of China’s economic reform, I will intend to discuss the future direction of the economic policies of China against central Asia.
