농ㆍ공 복합계열 전문계 고등학교의 특성화 발전 방안- 고양고등학교 사례를 중심으로 - (Strategic Plan for the AgriculturalㆍTechnical Vocational High School- Focused on Goyang High School -)

초록

이 연구의 목적은 농ㆍ공 복합계열인 고양고등학교의 특성화로의 발전 방안을 사례로 그 과정을 살펴봄으로 복합계열의 전문계 고등학교의 특성화 준비 과정에 시사점을 제공하고자 한다. 사례로 살펴본 고양고등학교의 발전 방안의 구체적인 목적은 고양고등학교의 지역 산업 및 교육 여건, 전문계고교 관련 교육정책 및 우수고교 사례, 고양고등학교 개편요구 분석 등을 통해 고양고등학교의 발전을 위한 기본방향을 모색하고 세부과제를 제시한다. 이를 위해 전문계 고등학교 관련 정책 및 우수 고교 사례 분석, 고양고등학교의 주변 산업 및 교육여건을 분석, 말콤 볼드리지상의 교육분야 준거를 활용하여 교육현황을 진단, 설문조사를 통해 개편요구를 분석한 후 고양고등학교의 발전을 위한 기본방향과 추진과제를 도출하였다.
고양고등학교의 발전 방안은 5개 기본방향과 15개의 추진과제로 구성되어 있다. 5개 기본방향은 학교운영체제 개편, 교원 역량 강화, 우수 학생 확보 및 교육운영 개선, 학교 경영 혁신, 지역사회 연계 및 홍보강화이다. 기본방향에 따른 추진과제는 다음과 같다. 학교운영체제 개편에서 특성화 고등학교로의 전환, 학과 체제 개편, 학급 체제개편을 교원 역량 강화에서는 교원의 역량 개발 기회 확대, 능동적인 교직문화 조성, 교원에 대한 복지지원 확대를 우수 학생 확보 및 교육운영 개선에서는 신입생 확보 방안 개선, 체험중심의 수업개선, 생활 및 진로지도 개선을 학교 경영 혁신에서는 학교 경영층의 리더십 제고, 학교 경영의 체계화, 수요자 중심의 학교경영을 지역사회 연계 및 홍보강화는 지역사회 학교로서의 연계 체제 구축, 지역사회 학교로서의 리더십 제고, 지역사회에의 홍보기능 강화를 추진과제를 제시하였다.

영어초록

The purpose of this study was to review the strategic plan for the Goyang High School and to provide an implication for the transition from the agriculturalㆍtechnical vocational high school to the specialized vocational high school. Strategic plan for the Goyang High School is an instance of this study. The purpose of that was to suggest the strategic plan for the Goyang high school by adapting actively to internal and external environmental changes. The study was performed as follows: Analyzing vocational education policies and best practices; Analyzing the conditions of regional industry and education; Diagnosing the educational status by using education criteria from Malcolm Baldrige National Quality Award; Analyzing the strategic change need of the teachers, the students and the parents; Establishing the strategic plan.
Five fundamental directions and fifteen themes were suggested. Five fundamental directions are the reorganization of the school operation system, the reinforcement of the teachers' competencies, the recruitment of outstanding students and the improvement of the educational operations, the reform of the school management and the reinforcement of the community connection and the public relations.
The reorganization of the school operation system could be achieved through converting into the specialized vocational high school and reorganizing the system of the department and the class. The reinforcement of the teachers' competencies could be achieved through extending the competency development chances of the teachers, cultivating spontaneous workplace culture and extending the welfare of the teachers. The recruitment of outstanding students and the improvement of the educational operations could be achieved through the improving the recruitment plan, the operating activity-based programs and improving the life and career guidance. The reform of the school management could be achieved through improving the principal's leadership, systematizing the school management and facilitating the client-centered management. The reinforcement of the community connection and the public relations could be achieved through constructing community relations, improving the leadership in the community and improving of public relations.
