여성농민의 대안농식품 운동 실천과 농촌공동체의 재구성 (The Practices of the Alternative Agri-Food Movement of Peasant Women and the Reconstruction of Rural Community)

초록

대규모화와 단작화를 특징으로 하는 녹색혁명형 농업의 확산으로 농민들이 관리해 온 종자의 다양성은 물론 생태계의 생물다양성마저 위협받고 있다. 이러한 현실에서 기업이 주도하는 농식품체계에 도전하는 여성농민의 실천은 매우 소중한 의미를 갖고 있다. 녹색혁명형 농업의 출발인 다수확품종의 확산은 농민이 주도해온 종자체계의 붕괴로 이어지고 이를 복원한다는 것이 쉬운 것은 아니지만, 종자의 권리를 회복하기 위한 여성농민의 다양한 실천은 대안농식품 운동의 출발이라고할 수 있다. 아울러 관계시장을 만들고 농촌공동체를 복원하려는 여성농민의 노력은 농민권리를 확보해 내는 중요한 받침점이라고 할 수 있다. 본 논문은 대안농식품 운동의 중요한 축을 담당하는 여성농민의 노력을 그들의 경험을 통해서 고찰하면서, 나아가 자본 주도의 농식품체계에서 농민권리를 확보하기 위한 도전의 구체적인 내용을 분석하였다. 이를 통해 연구에서 드러난 내용은 다음과 같다. 첫째, 대안농업을 실천하는 여성농민은 외부 투입재에 의존하지 않고 내부 순환이라는 대안농업의 가치를 지향하는 삶을 통해 지역 공동체의 지혜, 전통 농업의 경험과 지식 등을 지키는 식량주권 운동을 실천하고 있다. 둘째, 소비자와 직거래를 통해 관계의 시장을 만들어 가는 여성농민은 다양한 품목의 재배를 통하여 현대 농식품체계의 획일성에 도전하며, 대안농업 실천과정을 공유하기 위해서 농촌 지역을 찾아오는 소비자들과 자연의 생명력을 공유하는 활동을 통해서 농촌 지역에 활기를 만들어 낸다. 셋째, 대안농업을 지향하는 여성농민은 농촌 공동체에서 협동의 문화를 되살리고, 여성농민의 정치적 영향력을 확장하는 한편 먹거리를 통해서 지역 사회에서 대안적인 가치를 확장하고, 공동체를 활성화 하는 데 기여한다.

영어초록

These days, biodiversity in the ecosystem as well as seed diversity has been threatened after the spread of the large-scale, single-cropping green revolution in agriculture. Under such unfavorable circumstances, practices by peasant women who have been challenging the business-led agri-food system are very meaningful. The spread of high-yielding varieties, which is the beginning of green-revolution agriculture, has resulted in the collapse of the farmer-led seed system. Various practices securing peasants’ autonomy are the beginning of the alternative agri-food movements. In addition, these peasant women’s efforts to build nested markets and restore an agricultural community can a critical supporting point to establish peasants’ rights. This study attempted to investigate such efforts of peasant women who have played a key role in the alternative agri-food movements through their experiences. For this, specific challenges needed to secure peasants’ rights in the capital-led agri-food system were analyzed, and the results found the followings: First, peasant women engaging in alternative agriculture have promoted food sovereignty movement, protecting the wisdom of rural communities, experiences & knowledge of traditional agriculture and ecological knowledge which pursues the value of circular alternative agriculture instead of relying on external inputs. Second, peasant women building a relationship-based market through direct transactions with consumers have challenged the uniformity of the mass production of a single crop in the modern agri-food system through crop diversity. To spread practices for alternative agriculture, they have also brought new energy and vigor to rural communities through the activities sharing the vitality of nature with consumers. Third, peasant women pursuing alternative agriculture have restored collaborative culture in rural communities and expanded peasant women’s political influence. Furthermore, they have made a contribution to the extension of alternative values and promotion of local communities through the various activities.
