초록

본 연구에서는 기존의 경쟁적 가치 접근법을 수정․보완한 접근방법에 이론적 근거를 두고 지방행정의 한 축을 담당하고 있는 지역 농․수협의 조직효과성 평가를 위한 평가영역, 평가과제, 평가항목의 3단계 평가구성 요소로 하는 평가모형의 틀을 정립하고자 하였다. 또한 계층구조분석 및 민감도분석 기법을 활용하여 3개 전문가 그룹별로 평가구성 요소의 상대적 중요도를 산정하여 종합 가중치가 어떻게 다른 지를 비교․분석하였다.
분석결과 평가영역의 우선순위는 「고객관리」, 「경영관리」, 「경영성과」, 「대외협력」의 순이었으며, 평가과제에 대한 우선순위는 「조합원 만족도」, 「재무․회계관리」, 「인적자원관리」의 순으로 분석되었다. 이는 지역 농․수협은 조직 그 자체보다는 조직과 관계된 이해관계자, 즉 가장 밀접한 이해관계가 있는 조합원인 농․어업인과 내부 직원을 중시하고 조직에 있어서도 경영성과를 강조하고 있는 것으로 분석되었다.
본 연구의 정책적 함의는 지방정부의 협력적 파트너인 지역 농․수협에 대한 조직효과성을 측정하는 평가모형 자체가 그 동안 없었고, 기존의 경영실태평가에서도 이론적 근거가 미약하였으나, 수정․보완한 경쟁적 가치 접근법에 이론적 근거를 두고 지역 농․수협의 조직효과성 평가모형을 마련했다는 점과 평가모형을 통하여 평가를 실시한다면 지방정부와 더불어 지역 농․수협이 농․어업인에 대하여 최선의 행정서비스를 제공할 수 있는 조직으로 거듭날 수 있다는 점이다.

영어초록

The purpose of this study was to establish a frame of evaluation model that consists of the three-step evaluation components of evaluation areas, evaluation themes and evaluation components for evaluating the organizational effectiveness of regional agricultural & fisheries cooperatives that are an important part of regional administration based on the theoretical basis on an approach that revised and supplemented the existing competing values approach. In addition, Analytical Hierarchy Process and Sensitive Analysis were used to calculate the relative importance of the evaluation components according to three expert groups in order to comparatively analyze the differences in the total weight.
The analysis result revealed that the priority order of evaluation areas was in the order of ‘customer management’, ‘business management’, ‘business performance’ and ‘external cooperation’, and the priority order of evaluation themes was in the order of ‘cooperative member satisfaction’, ‘financial & accounting management’ and ‘human resource management’. It was found through the analysis result that regional agricultural & fisheries cooperatives placed importance on the interest parties related to organization than the organization itself, namely, the farmers and fishermen that are the cooperative members and the internal employees, while also emphasizing business performance within the organization.
The policy implication of this study is that it has provided an organizational effectiveness evaluation model of regional agricultural & fisheries cooperatives based on the theoretical basis on revised and supplemented competing values approach in the midst of a situation where there were no other existing evaluation models for measuring the organizational effectiveness of regional agricultural & fisheries cooperatives that are partners of local government, in addition to the fact that the theoretical basis of the existing business condition evaluation was lacking. Additionally, it will allow regional agricultural & fisheries cooperatives along with local government to renew their organizations by being able to provide best administrative services to farmers and fishermen upon continuously conducting evaluations through the established evalaution model.
