논리틀(Logical Framework)을 이용한 자활사업 성과평가 -광주지역 자활센터 활동을 중심으로- (Performance Evaluation of Self-Eupport Program Using Logical Framework Approach- In Case of Local Self-Support Centers in Gwangju Metropolitan City-)

초록

본 연구는 UN 등 국제기구에서 널리 이용되고 있는 논리틀(logical Framework)을 이용하여 보건복지가족부의 자활사업에 대한 성과평가를 수행하였다. 논리틀을 이용한 성과평가 모형은 일부 심층평가 성격을 띠고 있으며, 특히 사업의 목적과 맥락을 정확하게 파악하고 있는 실무자들에게 그 활용도가 높은 평가도구이다.
본 연구에서는 자활사업 성과평가를 위해 지역자활센터의 투입, 활동, 산출, 결과에 대한 논리적 체계를 구성한 후 이에 상응하는 성과지표와 위험지표(성과달성을 위한 가정 및 위험)를 개발하였다. 광주지역 자활센터를 사례로 한 자활사업의 성과평가 결과, 투입측면에서는 그 변화가 미미한 가운데 활동 및 산출, 결과 측면에서는 어느 정도 개선을 보이고 있다. 그러나 이와 같은 자활사업의 성과는 실제 탈수급 및 탈빈곤으로 연결되지 못하고 있어 자활사업의 지속가능성을 제고하기 위해서는 취업 또는 창업 후 지원 및 관리시스템을 강화하여야 하는 것으로 나타났다.
자활사업을 대상으로 논리틀을 적용한 결과 몇 가지 문제점이 발견되었는데 사용 용도, 적용 대상 등의 면에서 한계를 보이고 있는 가운데 논리틀 설계가 단순한 작업이 아닐 뿐만 아니라 실제 영향(상위목표의 성과)을 측정하는 데 어려움이 있었고 외생변수(가정 및 위험)를 고려하는 만큼 체계적인 자료수집 노력이 뒤따라야 하는 것으로 드러났다. 그럼에도 불구하고 논리틀 접근방법은 정태적 모니터링의 한계를 넘어 사업개선을 위한 의미 있는 평가결과를 산출해 준다는 점에서 그 유용성을 확인할 수 있었다.

영어초록

This study carried out performance evaluation of the self-support program of the Ministry of Health and Welfare, using the logical framework approach that is adopted commonly by the international organizations such as UN. Performance evaluation using the logical framework approach has partly the characteristics of in-depth evaluation and is likely to be useful to the field managers who understand the objectives and contexts of the programs exactly.
In this study, we designed a logical framework specifying the inputs, activities, outputs and outcomes of the local self-support centers to evaluate the performance of self-support programs, and developed relevant performance indicators and risk indicators(assumptions and risks of the performance accomplishments). From the results of performance evaluation of the self-support programs of local self-support centers in Gwangju Metropolitan City, we found that there were puny changes in inputs but noticeable improvements in activities, output and outcomes. Nevertheless, the self-support programs were not likely to lead the participants to the exit from poverty. This means that ,for the effectiveness and sustainability of self-support programs, the authorities should provide a follow-up system for the program participants who found jobs or started their own businesses.
And we learned lessons from applying the logical framework approach to the self-support programs. At first, we found the approach showed the limitations in when to use and where to use. Second, it was more difficult to design a logical framework than we thought. Third, data collection system should be strengthened to measure the actual impacts of the program(achievement of high-level objectives) and consider the exogenous variables(assumptions and risks). Nonetheless, it is obvious that the logical framework approach method is well beyond the limitation of static monitoring and is expected to produce meaningful evaluation results for the program improvements.
