초록

한국은 1991년 UN 가입이후 1993년부터 시작된 UN PKO 파병과 다국적군 활동에 이르기까지 국제분쟁의 종식과 개발협력을 통해 국제사회 기여와 공공외교의 외연을 확대하고 있다. 특히 그 대표적인 사례로 아프간에서의 한국의 개발협력 및 무상원조는 외교부의 지방재건팀(PRT)에 의해 2010년 시작되었다. PRT은 아프간 수도 카불에서 인프라 및 능력배양 프로젝트의 수행과 동맹군 기지인 파르완주의 바그람을 포함해 한국의 독자적인 차리카 기지 내에서 병원과 직업훈련센터 운영을 통해 현지인들 대상의 기술전수와 인재양성에 주력하고 있다. 이런 아프간의 무상원조사업은 현지 치안상황이 좋지 않아 독자적으로 할 수가 없기 때문에 이들의 활동을 지원하기 위해 다국적군인 오쉬노 부대가 활동 중이다. 약 350여명의 오쉬노 부대눈 PRT의 활동을 경호하고 아프간 탈레반 테러집단과 같은 적대세력의 공격 예방에 주력하고 있다.
이런 맥락 하에 본고에서는 공공외교의 개념과 새로운 유형화라는 측면에서 다국적군으로서의 평화유지와 개발협력 차원에서 글로벌 네트워크의 특성을 집중적으로 분석해 보고자 한다. 특히 국제 개발협력과 네트워크의 개념화한 ‘개방적－특수적 유형’ 이론에 기초해 아프간의 PRT 기원과 활동, 그리고 오쉬노 부대와의 연계 활동을 통해 선결되어야 할 과제와 발전 방안에 제시해 보는 것이 목적이라고 할 수 있다. 정부는 여타 국가들과의 새로운 관계 정립, 현지 민사작전과 다양한 개발원조를 통해 소프트 파워로서 공공외교 증진에 기여해오고 있음을 알 수 있다. 향후 정부는 다양한 원조 행위자들과의 협조와 개발원조를 효과적으로 달성하기 위해 ‘지역파트너 강화, 수여국의 참여와 동기 부여, 비정부행위자와 국제기구의 활용과 민간인 등의 참여 확대와 역할 증진을 도모하는 다차원적인 네트워크 형성에 주력해야 할 것이다.

영어초록

Korea has been contributing to the international society and expanding public diplomacy through developmental affiliations and the ending of international conflicts, from the dispatch of UN PKO to multi-national group activities that began in 1993, after joining the United Nations in 1991. Particularly as a representing case, Korea’s developmental affiliation and aid in Afghanistan began in 2010 by the Provincial Reconstruction Team(PRT) of the Foreign Office. The PRT is devoted in fostering labor forces and transferring skills to the natives through the operation of hospitals and occupational training centers within the independent Korean base of Charikar, including Wagram of Parwan Province, the base of allied forces, and the establishment of infrastructures and development of skills in Kabul, the capital city of Afghanistan. These aid projects in Afghanistan cannot independently be executed due to the current public order of the country, and therefore, the multi-national Ashena base is working cooperatively to support the PRT’s activities. The Ashena base is composed approximately of 350 people, and is devoted in preventing the attack of enemy forces, such as the Taliban terrorist group of Afghanistan and in guarding the activities of the PRT.
In this context, this study intensively is to analyze the properties of global networks concerning developmental affiliations, and the maintenance of peace as a multi-national group concerning the new formation and concept of public diplomacy. The study particularly has the purpose of identifying the task that must be considered through the origin and activities of the PRT of Afghanistan, and its affiliating activities with the Ashena base, founded on the conceptualized ‘open-special form’ theory of international developmental cooperation and networks, and also to propose a development plan for this task. The Korean government has been contributing to the enhancement of public diplomacy as a ‘Soft Power’ through the establishment of new relationships with other countries, native civil military operations, and various developmental aids. The government should now be committed in establishing multi-dimensional networks that promote the participation and role of civilians, the use of international organizations and non-governmental persons, the participation and motivation of aiding countries, and the reinforcement of regional partners for the effective achievement of developmental aid and the cooperation of various aiding groups and persons.
