초록

본 연구의 목적은 디지털 사회의 시민의 특성을 노마드적 관점에서 탐색하고, 이를 기반으로 시민교육의 방향을 도출하는 데에 있다. 디지털 노마드는 디지털 사회에서 노마드적 성향을 갖는 시민으로 규정할 수 있으며, 연결성, 이동성, 공유성, 탈경계성, 다원성의 특성을 갖는다. 이러한 특성은 상호 연결되어 다양한 노마드적 행위를 낳는다. 디지털 노마드 시대에 시민교육의 방향은 인간의 양면성을 중심으로 논의할 수 있다. 인간은 어디에도 종속되지 않는 노마드적 자유를 추구하지만, 안정된 체계와 항존적 의식 및 문화 지향을 통해 자기 안정과 보호를 유지하려는 성향을 갖기도 한다. 디지털 사회에서 시민의 양면성을 중심으로 시민교육의 방향을 제시하면 다음과 같다.
첫째, 초월적(transcendent) 가치의 맥락적 지향이다. 기술 압력(technology push)에 터한 급격한 사회 변화에서도 인간의 존엄, 자유, 평등과 같은 기본권은 견지돼야 하지만, 이는 사회적 구성원들의 관계 속에서 맥락적으로 규정된다는 것을 시민교육에 반영할 필요가 있다.
둘째, 인지적 유연성이다. 시민의 자기 보호와 안정을 위한 폐쇄적 성향은 편향성의 문제를 낳을 수 있다. 인지적 유연성은 연결에 기반 한 탈경계성을 활성화 시키고 융합적 문제 해결에 기여할 수 있다.
셋째, 행위자로서의 설명 책임감이다. 디지털 노마드의 이동성과 탈경계성은 사회적 전통과 가치로부터 시민을 해방시킬 수 있다. 그러나 이는 공동체 구성원들의 느슨한 관계적 삶을 허용하여 소속감과 구성원으로서의 책임감을 약화시키는 원인이 된다. 이러한 문제에 대응하기 위해 자신에게 주어진 자유를 스스로 통제할 수 있는 설명 책임(accountability)이 필요하다.
넷째, 능동적 시민 참여를 위한 시민 기술(civic technology)의 함양이다. 좁은 의미에서 시민 기술은 디지털 장치를 다룰 수 있는 기능을 의미한다. 그러나 광의의 의미에서 디지털 장치의 사용 기술을 포함하여, 다양한 정보 및 시민의 연결을 통해 창의적 아이디어를 산출하는데 필요한 디지털 리터러시(digital literacy)를 의미한다.
디지털 노마드는 개인과 공동체의 공진화에 기여할 수 있다. 교육은 디지털 시민의 양면성을 고려하여 바람직한 시민의 자질 함양에 대해 천착할 필요가 있다.

영어초록

The purpose of this study is to explore the characteristics of citizens in a digital society from a nomadic perspective and derive the direction of civic education based on this. A digital nomad can be defined as a citizen with nomadic tendencies in a digital society and has the characteristics of connectivity, mobility, sharing, borderlessness, and pluralism. These characteristics are interconnected and give rise to various nomadic behaviors. The direction of civic education in the digital nomad era can be discussed with a focus on human ambivalence. The direction of civic education centered on the ambivalence of citizens in a digital society is as follows.
First, it is a contextual orientation of transcendent value. Fundamental Human rights such as human dignity, freedom, and equality must be maintained even in rapid social changes caused by technology push, but it is necessary to reflect in civic education that these are defined contextually in the relationships among social members.
Second, cognitive flexibility. Citizens’ closed nature for self-protection and stability can lead to problems of bias. Cognitive flexibility can activate connection-based boundaryꠓbreaking and contribute to solving convergent problems.
Third, accountability as an actor. The mobility and border crossing of digital nomads can liberate citizens from social traditions and values. However, this allows community members to live in loose relationships, which weakens their sense of belonging and responsibility as members. In order to respond to these problems, accountability is needed to control the freedom given to oneself.
Fourth, cultivating civic technology for participation. In a narrow meaning, civic technology refer to the ability to manipulate digital devices. However, in a broad meaning, it refers to the digital literacy necessary to generate creative ideas through the connection of various information and citizens, including the skills to use digital devices.
Digital nomads can contribute to the coevolution of individuals and communities. Education needs to focus on cultivating good civic, taking into account the duality of digital citizens.
