2000년대 이후 일본의 교원양성 개혁 정책 분석 (A Study on the Reformation of Teacher Education in Japan since the 2000s)

초록

본 연구는 일본의 교원양성제도에 관한 역사적 논쟁에서 형성된 교원양성의 이념 및 원칙을 재검토하며, 2000년대 들어서 추진되고 있는 개혁 정책의 특징을 분석하고자 하였다. 먼저, 제2차 세계대전 이후 ‘대학에서의 교원양성’과 ‘개방제의 교원양성’이라는 교원양성제도의 대원칙이 형성되는 역사적 과정을 검토하였다. 다음으로, 최근 일본의 교원양성 개혁이 추진되는 배경으로서, 국립대학 법인화와 대학 구조개혁이라는 조건이 미치는 영향을 분석하였다. 그리고 일본 교원양성 개혁의 상징이라 할 수 있는 교직대학원제도 및 교원면허갱신제도 도입이 갖는 의미에 관해 살펴보았다. 마지막으로, 이러한 분석 결과를 기초로 일본의 교원양성제도 개혁이 갖는 특징을 종합적으로 검토하고자 하였다. 일본에서는 교원양성 개혁을 지지하는 입장과 반대하는 입장 모두 정당성의 근거를 ‘개방제의 교원양성’을 핵심으로 하는 ‘대학에서의 교원양성’ 원칙에서 찾고 있는 점에서 공통되고 있다. 그러나 이러한 교원양성제도의 원칙은 보다 근본적인 이념으로서 ‘국가로부터의 자유’가 전제되어 있다는 점에 대해서는 상대적으로 관심을 달리하고 있었다. 최근 일본에서 진행되고 있는 교원양성 개혁은 학문의 자유 및 대학 자치의 가치를 심각하게 훼손하는 가운데 진행되는 대학 구조조정으로서의 성격이 강한 것이라 할 수 있다.

영어초록

The purpose of this study is to analyze the reformation of teacher education in Japan since the 2000s. For this purpose, this study reviews the history of teacher eduction in the post World War II, and explores the structural conditions of teacher education reform in recent years.
To summarize the results, in Japanese society, there is a broad consensus on the principles of ‘teacher training at university’ and ‘teacher training under open system’ which were formed through historical debates in the post World War II. Secondly, when analyzing the policies of teacher education, the conditions of the reformation was strongly affected by university restructuring which was promoted by the government from the logic of Neoliberal prospects. Thirdly, the proposed reform is to introduce a qualifying system that periodically renews teaching licenses that have been permanently guaranteed and establish a graduate school system for teaching which is a new training institute aiming to nurture new teachers to have practical leadership and abilities required in the 21st century school environment.
In Japan, it is very interesting that as for the oversupply of the teachers, the side approving the reform understands that the quality of the teacher is lowered, and the side opposed to the reform understands higher quality of the teacher. In fact, it should be noted that the policies of reform are based on the perception of the oversupply of teachers, which is normal and is inevitably result of principle of ‘teacher training under open system’. Also, both the claims to support teacher education reform and those that oppose it are common in that they pretend to be based on the principles of ‘teacher training at university’ and ‘teacher training under open system’. However, it is relatively less interested in the fact that these two principles presuppose ‘freedom from the state’ as a more fundamental education philosophy. In other words, the recent reformation of teacher education in Japan has been characterized by the government-led structural restructuring of universities, seriously undermining academic freedom and the value of university autonomy.
