본고에서는 역사적 관점에서 1960년대 말부터 1970년대 초 미국경제위기의 핵심이었던 달러화의 위기에 대응한 박정희 정부의 대응전략으로서 중화학공업의 중요성을 살펴보았다. 이 시기에 한국경제 내부적 모순의 압력이 높아지고 있었고, 밖으로는 달러화의 위기로 빚어진 닉슨(Richard M. Nixon)정부의 신경제프로그램(new economy program)과 그에 따른 정책변화가 한국경제에 부담을 주었다. 미국의 경제정책변화는 한국경제의 약점을 노출시켰으며, 박정희 정부로 하여금 장기 플랜으로서 있었던 중화학공업을 앞당기는 계기가 되었다. 박정희 정부는 이러한 위기를 공업구조개편을 통해 그 해법을 찾으려 했다. 이 시기 닉슨 정부의 경제전략변화는 미국내 경제문제와 국제수지적자의 누적 때문이었다. 이러한 문제들은 달러화의 금태환의 금준비 부족현상으로 이어졌고 세계경제를 위기로 몰아넣었다. 미국이 금태환의 위기를 겪게 되자 유럽의 여러 나라들은 달러화를 의심하기 시작했다. 이례적이지만 프랑스는 달러를 금으로 태환을 요구하였다. 이에 닉슨정부는 달러방위에 나서지 않으면 안 되었다. 미국은 1971년 8월 16일 금태환 중지를 결정하면서 신경제프로그램을 내놓았다. 미국에 의존도가 높았던 한국경제는 미국의 위기에 새로운 경제의 판을 모색해야 했다. 당시 박정희 정부도 경제모순의 가속화를 겪고 있었고 미국의 경제정책변화로 위기를 맞고 있었다. 박정희 정부는 고부가가치와 비교우위가 있는 상품으로 외화가득율을 높여야 했다. 그렇게 해서 박정희 정부가 꺼내든 카드는 공업구조의 개편이었다. 뿐만 아니라 노출된 약점을 통해 박정희 정부는 중화학공업정책이 구체화될 수 있었다.

This paper examines the importance of the heavy and chemical industry as a response strategy of the Park Chung-hee government in response to the dollar crisis, which was the core of the US economic crisis in the late 1960s and early 1970s from a historical point of view. At this time, the pressure of internal contradictions in the Korean economy was increasing, and the Richard M. Nixon government’s new economy program and policy changes caused by the dollar crisis placed a burden on the Korean economy. The change in US economic policy exposed the weakness of the Korean economy and gave the Park Chung-hee administration an opportunity to advance the heavy and chemical industry, which had been a long-term plan. The Park Chung-hee government tried to find a solution to this crisis through industrial restructuring. The change in the economic strategy of the Nixon administration at this time was due to economic problems in the United States and the accumulation of the balance of payments deficit. These problems led to a shortage of gold reserves for the conversion of the dollar to gold and plunged the world economy into a crisis. As the United States experienced a gold convertibility crisis, many European countries began to doubt the dollar. Unusually, France demanded that the dollar be converted into gold. This forced the Nixon government to defend the dollar. On August 16, 1971, the United States decided to suspend gold convertibility and launched a new economy program. The Korean economy, which was highly dependent on the US, had to find a new economic platform in the US crisis. At that time, the Park Chung-hee administration was also experiencing accelerating economic contradictions and was facing a crisis due to changes in US economic policy. The Park Chung-hee government had to increase the foreign exchange rate with products with high added value and comparative advantage. In that way, the card that the Park Chung-hee government brought out was a reorganization of the industrial structure. In addition, through the exposed weaknesses, the Park Chung-hee government was able to materialize the heavy and chemical industry policy.
