1900년대 한국 언론의 ‘자유’ 이해와 용법 (Understanding and Usage of “Liberty” in Korean Journalism During the 1900s)

초록

이 글은 1900년대 한국에서 발간된 신문, 학회지 등의 자료에서 ‘자유’ 개념이 어떻게 이해되고 사용되었는지 살펴보았다. 이 시기는 독립협회의 지적 유산이 잔존한 가운데, 막강한 황제권과 외세의 압박에 맞서 변용의 길을 걸어간 때이기도 했다. 이 글은 두 가지 전제를 가지고 쓰여졌다. 첫째, 개념사적 방법론을 차용하였다. 즉, 단어, 이념, 사상이 아니라 개념으로서 ‘자유’를 본 것인데, 이는 1차적으로 그 말이 사용되는 맥락을 심도있게 살펴본다는 뜻이다. ‘자유’는 개념사 연구 대상으로도 적절한데, 번역어이면서 서구나 동양 사회가 원래 가지고 있던 다의성 등을 고려하면 더욱 그러하다. 둘째, 이 시기 계몽사상과 계몽운동에 관해 새로운 인식 및 내러티브를 보여준 연구들에 기반하였다. ‘근대계몽’과 ‘국수론’의 이질성을 무시하고 ‘근대민족주의의 성립’이라는 당위론적 시각에서 접근하던 연구사들을 극복하려고 했다. 그래서 민권 운동을 주도하던 일진회의 ‘자유’ 용법을 함께 검토하였다.
당대 언론에서 강조한 자유는 대체로 소극적 자유, 약자의 자유, 집단의 자유였다. 또한 ‘독립’과 ‘평등’이라는 단어를 연계시켰는데, 결국 ‘정의’ 곧 ‘올바름’의 문제가 중요했던 것이다. 애초 정부, 관리, 유세자들에 맞서 생명재산을 보호하기 위해 필요한 것은 인민들의 소극적 자유였다. 사회의 발달에 따라 이는 점차 적극적·개인적 자유로 변모되어 갈 수 있었다. 그러나 강력한 외세가 등장하고 친일 세력 역시 문명과 자유를 내세우는 상황에서, 한국의 계몽지식인들은 약자인 집단, 민족, 국민의 자유에 주목하게 되었다. 즉, 1900년대 한국에서는 집단으로서의 약자를 보호하는 자유가 ‘올바르다’는 담론이 여론을 주도하였다. 그러나 한편으로 강자의 자유가 결과적 정당성을 얻게 되는 역사적 경험도 하게 된다. 이후로도 ‘올바른 자유에 대한 이상’과 ‘강자의 자유에 대한 선망’ 사이의 부조리한 동거가 지속되고 있다고 말할 수 있다.

영어초록

This article examines how the concept of “liberty” was understood and used in newspapers and journals that were published in Korea during the 1900s. This period was also a time period during which Koreans walked a path of transformation against the pressures of a powerful emperor and foreign powers while the intellectual inheritance of the independent association remained. This article is based on two premises. First, the author borrowed from conceptual historical methodology. In other words, the author did not view “liberty” as a word, ideology, or idea, but rather as a concept, which involves looking in-depth at the context in which the word was used. The study of “liberty” is also appropriate as a subject of conceptual research, especially considering the ambiguity of the original languages of Western and Asian societies. Second, this article was based on the findings of previous studies that reveal a new awareness and narrative regarding the Enlightenment and Enlightenment thought. The author of this article attempted to overcome the research that has approached this subject from the viewpoint of “the establishment of modern nationalism.” As a result, the author examined the use of the Ilchinhoe’s sense of “liberty,” which led to the civilrights movement.
The sense of “liberty” that was emphasized by the Korean media was largely passive, weak, and group-focused. It also linked the words “independence” and “equality,” and, in the end, the issues of “justice” and “rightness” became significant. The people’s passive liberty was necessary to protect their living property against the government, the administration, and the contestants. With the development of society, this interpretation of “liberty” was gradually transformed into a positive and personal sense of freedom. However, with the emergence of a strong foreign state and pro- Japanese forces, which also demonstrated civilization and liberty, the enlightened intellectuals of Korea became aware of the weakness of their group, nation, and people. In other words, the discourse of “rightness” to protect the weak as a group led Korean public opinion during the 1900s. On the other hand, however, there is also a historical experience in which the liberty of the strong will eventually gain legitimacy. Since then, it can be said that the absurd coexistence between an “ideal of liberty” and an “envy of stronger liberty” has continued.
