초록

이 글에서는 코로나19의 상황에서 인권의 가치를 환기하기 위하여 코로나19의 현실에서 일어난 인권의 문제를 개관해 보았다. 현재 코로나19가 진행 중에 있고 당분간 계속될 것이라 전망되고 있으므로, 앞으로 새로운 인권 문제가 나타날 가능성도 얼마든지 있다. 하지만 중요한 것은 인권의 시각으로 코로나19의 문제 상황을 살펴보고 ‘인권친화적인 코로나 극복의 방법’이 무엇인지를 생각하면서 인권적 가치의 중요성을 시야에서 놓치지 않는 것이다.
온 인류가 전대미문(前代未聞)의 코로나19로 함께 고통을 겪고 있다. 한편으로는 우리는 인간애적 연대와 협력의 모습으로 코로나19 극복에 큰 힘을 발휘하고 있지만, 다른 한편으로는 인간의 무분별한 욕망이 코로나19로 인한 사회적 격차와 불평등과 불필요한 사회적 갈등으로 나타나기도 한다. 전례 없이 심화된 ‘언택트 사회’의 상황에서 사회적, 경제적, 교육적, 문화적 격차의 문제뿐만 아니라 플라스틱 사용의 범람으로 인한 환경파괴의 문제가 심각하며, 향후 우리 사회의 어려운 난제가 될 것으로 예상되고 있다.
그래서 우리는 단지 코로나19의 극복만이 유일한 목표라고 말하기는 어렵다. 코로나19의 방역과 극복만을 바라봐서는 그 과정에서 더 많은 위험에 노출되고 나락에 떨어지며 소외된 사람들을 간과할 수 있기 때문이다. 우리가 단지 맹목적으로 코로나19의 극복만을 바라본다면 그 과정에서 인권의 현실을 간과하고 인권 침해를 방치하는 우를 범할 수 있다. 코로나19의 극복과 함께 인권의 가치를 함께 챙기지 않는다면 마치 호랑이 굴에서 생명을 버리고 몸뚱이만 챙겨 탈출하는 자기 모순적 모습에 직면할지도 모른다. 아무리 위기 상황이 심각하더라도 언제나 인권의 시각을 놓치지 않아야 코로나19의 문제 상황을 정확하게 파악할 수 있으며 또 올바른 방법과 방향으로 문제 해결에 이를 수 있다.

영어초록

The purpose of this article is to evoke the value of human rights in the COVID-19 situation, and based on an understanding of the human rights laws, we have opened the issue of human rights that can be raised in the COVID-19. There are high possibilities that new human rights issues will emerge in the future, as the COVID-19 is currently underway and is expected to continue for some time. But what’s important is to look at the problem situation of COVID-19 from the perspective of human rights and not miss out on the importance of human rights values.
The entire human race is suffering from the unprecedented COVID19. On the one hand, we are exerting great power in overcoming the COVID-19 in the form of humanitarian solidarity, but on the other hand, human reckless desires also emerge from social gaps, inequality and conflict with each other due to the COVID-19. In the unprecedentedly intensified “Untact Society”, problems of social, economic, educational, and cultural gaps as well as environmental destruction caused by the flooding of plastic use are seriously raised, and are expected to be a difficult challenge for our society in the future.
So we can hardly say that overcoming COVID-19 is the only goal. Looking only at the quarantine and overcoming of the COVID-19, it is possible to be exposed to more risks, fall into the abyss, and overlook the underprivileged in the process. If we just blindly look at the overcoming of the COVID-19, we can make a mistake in the process of overlooking the reality of human rights and neglecting human rights violations. If you don’t take care of the value of human rights together with the overcoming of the COVID-19, you may face a self-contradictory image of abandoning your life in a tiger’s cave and escaping with only your body. No matter how serious the crisis is, the problem situation of the COVID-19 can be accurately identified and solved in the right way and direction only by not missing the human rights perspective at all times.
We are reaching the point where we have to look back on the current situation in the wake of the COVID-19 crisis and think again about where we are coming from to the present, and in what direction we should move forward. With the destruction of the natural environment, especially as a result of the destruction of the environment under the name of economic development, attention should be paid to the new human rights values of the environment in the wake of this COVID-19.
