초록

본 연구는 2004년 이후 유럽의 새로운 자동차 생산 기지로 전환한 중동부 유럽을 대상으로 2004년과 2014년의 자동차 산업의 경제적 파급효과를 분석한 연구이다. 본 연구의 목적은 유럽 자동차 산업의 GVC에 편입한 중동부 유럽 국가들이 10년의 시간이 지나면서 실제 자국에 속해있는 자동차 산업의 경제적 파급효과가 증대되었는지 확인하는 것이다. 이러한 변화를 확인하기 위해 본 연구는 산업연관분석이라는 연구방법을 선택하였으며, 2004년과 2014년의 NIOT(국가투입산출표)를 기반으로 분석을 수행하였다. 분석결과 생산유발효과, 부가가치유발효과, 취업유발효과, 고용유발효과 모두 감소한 것으로 나타났고, 일부 국가는 전후방 연쇄효과도 낮아지는 것으로 나타났다. 세부적으로 살펴보면 직접유발효과들은 간접유발효과들보다 상대적으로 증가 또는 높게 나타나면서 부정적인 결과로만 판단하기 어려운 결과가 나왔다. 이러한 결과가 나온 이유는 크게 2가지가 복합적으로 연결되어 나타났기 때문이다. 첫 번째는 연구 분석 방법이 비경쟁수입형인 국산투입계수표를 활용하였다는 점, 두 번째는 중동부유럽 자동차 산업이 GVC의 일부로 편입되었기 때문에 중간재 수입이 증가하였다는 점이다. 하지만 결과가 낮게 나온 이유를 떠나서 중동부 유럽 자동차 산업이 자국의 고부가가치 산업으로 성장하려면 중간재 수입을 통한 완성차 제조를 뛰어넘어 고부가가치 산업으로 성장하는 새로운 국가적 전략이 수립되어야 할 것으로 판단된다.

영어초록

This study is a study analyzing the economic ripple effect of the automobile industry in 2004 and 2014 for Central and Eastern Europe, which has been converted into a new European automobile production base after 2004. The purpose of this study is to determine whether the economic impact of the automobile industry in the country actually increased over the past 10 years in the countries of Central and Eastern Europe that were incorporated into the GVC of the European automobile industry. In order to confirm these changes, this study selected a research method called industry-related analysis, and performed analysis based on the National Input and Output Table (NIOT) of 2004 and 2014. As a result of the analysis, it was found that the production inducement effect, the added value inducement effect, the employment inducement effect, and the employment inducement effect all decreased. In detail, direct induced effects appeared to be relatively increased or higher than indirect induced effects, making it difficult to judge only negative results.
The reason for these results is that two major factors are complexly connected. The first is that the research analysis method used the domestic input coefficient table, which is a non-competitive import type, and the second is that imports of intermediate goods increased because the automobile industry in Central and Eastern Europe was incorporated as a part of GVC. However, regardless of the reason for the low results, it is judged that a new national strategy must be established to grow into a high value-added industry beyond the manufacturing of finished vehicles through imports of intermediate goods in order for the automobile industry in Central and Eastern Europe to grow into a high value-added industry.
