한․미 주요 대학의 학사제도 및 교육과정 변천 연구 - 1996년도부터 2013년도까지의 변천 과정을 중심으로 (A Historical Comparative Study of Curriculum and Academic Policy Between Korean and American Universities)

초록

한국 대학들은 1996년 이래로 미국 대학의 학부제를 도입하면서 단일전공의 이수 학점을 줄이고 복수전공 및 다전공이 가능한 체제로 교육과정을 대폭 개편한 바 있다. 이러한 과정에서 2009년도부터는 법학과의 폐지와 함께 자유전공학부를 신설하면서 협소한 전공 중심의 교육에서 탈피하는 움직임을 보여 왔다. 그런데 학부제 시행 17년 만에 그리고 자유전공학부 시행 4년 만인 2013년 현재 한국 대학들은 학부제를 폐지하고 다시 학과제로 전환하고 있으며, 자유전공학부를 폐지하고 있다. 학문의 융‧복합이 어느 때보다도 강조되는 오늘날 학과제 전환과 함께 단일전공 이수를 심화하는 방향으로 교육과정이 개편되는 기이한 현상에 직면해 있다. 따라서 대학들이 학부제를 시행한 목적과 의도에 역행하여 학부제를 폐지하고 다시 학과 중심 및 전공 심화 체제로 회귀하는 문제점을 정확히 진단하고 그 문제의 심각성을 인식하는 것은 시급한 과제이다. 이러한 시점에서 본 연구는 한국과 미국의 주요 대학들이 1996년 이래로 학사제도와 교육과정을 어떻게 개편하여 왔는지 그 변천 과정을 면밀하게 비교하여 공통점과 차이점을 파악하고 문제점을 발견하여 한국 대학들이 나아가야 할 방향을 제시하였다.

영어초록

This study is based on the historical comparison from 1996 up to now on the division system, the curriculum and the academic policy between 6 major universities in Korea and 7 highly reputable universities in the United States of America.
Korean universities have changed admission unit from department to division, and reduced major requirement into 1/3 of the total requirements for graduation since 1996, following policy of the Ministry of Education.
However, recently, Korean universities are coming round again department unit admission system and increasing major requirement into 47 percent of the total requirements like the major requirement level before 1996.
American universities have been keeping the balance among majors, general education, and free electives. American universities have increased interdisciplinary majors into maximum as much as twice of the number of interdisciplinary majors in 2001, ranging from 30 to 61. On the other hand, the number of unidisciplinary majors has been decreased into maximum as much as half of the number of unidisciplinary majors in 2001, ranging from 17 to 37.
However, the number of unidisciplinary majors of Korean universities is mostly over 50, and 86 in Seoul National University. On the other hand, the number of interdisciplinary majors is ranging from 5 to 15. Korean universities do not allow students to take interdisciplinary majors as their first major.
Korean universities goes against the academic and social trend demanding interdisciplinary approach, overemphasizing unidisciplinary major and making higher boundaries between departments.
The fundamental reason that Korean universities go back to the curriculum and major system before 1996 is because they do not understand the aim and the principle of undergraduate education. Korean universities have followed American university system after liberation from the rule of Japanese imperialism in 1945. However, since then to now, they have not understood the reason why American universities kept the balance among majors, general education and free electives, and the reason why American universities aimed for liberal education..
Conclusively, Korean universities urgently need to understand the aim of liberal education and make balance among majors, general education, and free electives. They need to recognize that the concept of major is not restricted to a narrow unidisciplinary area, but have been enlarged to interdisciplinary and multidisciplinary approach.
