북핵협상 20년의 평가와 교훈 (Critical Review of and Lessons from the Nuclear Negotiations with North Korea for Twenty Years)

초록

북핵문제를 해결하기 위한 북핵협상이 시작된 지 이미 20년이 지났다. 지난 20년간 남북대화, 북미대화, 6자회담 등을 통해 많은 핵합의가 만들어졌다. 그러나 북한의 플루토늄 재고량이 증가하고 2차례의 핵실험이 있었기 때문에, 결과적으로 북한 비핵화 외교는 실패하였다고 볼 수밖에 없다.


현재 북핵협상의 재개보다 더 필요한 것은 비핵화 외교의 전면적인 재점검과 새로운 비핵화 전략의 수립이다. 이를 위해, 이 글은 지난 20년간 북핵협상의 실패 원인을 분석하고 교훈을 찾고자 시도했다. 특히 지난 20년간 북핵협상 과정에서 핵위기가 재발하고, 핵합의와 합의의 붕괴가 반복적으로 발생한다는 점에 주목하였다. 구체적으로 핵협상 과정은 북한의 도발, 핵위기 발생, 핵합의 타결, 합의 붕괴 등 4단계가 주기적으로 반복하는 양상을 보였다.


결론적으로 북핵협상의 악순환을 차단하기 위해, 향후 북한 비핵화 전략은 북핵문제를 넘어서서 북한문제를 직시해야 한다. 북한문제의 해결 없는 북핵문제의 해결도 없기 때문이다. 또한 ‘한반도식’ 비핵화 해법을 찾아야 한다. 북핵문제를 해결하려던 종래의 아르헨티나-브라질, 우크라이나, 리비아식 비핵화 해법은 실패했다. 북한과 동북아의 현실을 감안하는 보다 현실적인 비핵화 해법이 필요하다. 이런 해법을 찾는 데 그랜드 바겐과 5자협의가 유용한 방법론이 될 것이다.

영어초록

Already 20 years have passed since the nuclear negotiations to tackle with North Korean nuclear problem started. In the meantime, a series of nuclear agreements have been reached through the inter-Korean dialogues, the U.S.-North Korea dialogues, and the Six-Party Talks. Since North Korea has increased its plutonium inventory manifolds and carried out the nuclear test twice, however, we may conclude that the denuclearization diplomacy has failed.


What is more important than the immediate resumption of the Six-party Talks is to overhaul our denuclearization diplomacy and to establish a new denuclearization strategy. For this purpose, this paper attempts to analyze the reasons for the failure of the past nuclear negotiations with North Korea and to learn lessons from the past experiences. Especially it focuses on the cyclical patterns that the eruption of nuclear crises, formation of nuclear agreements, and the collapse of the agreements recur during the last 20 years. Specifically the process of nuclear negotiations has revealed a 4-staged recurring pattern which is precipitated by North Korea's provocation followed by the outbreak of the nuclear crisis, the settlement of a nuclear agreement, and the collapse of the agreement.


Thus, the new strategy for North Korea's denuclearization should deal with not only the North Korean nuclear problem but also with the 'North Korean problem' comprehensively, since the nuclear problem is only a part of the bigger North Korean problem. Former efforts to apply the Argentina-Brazil, Ukraine, and Libya denuclearization model to North Korea all failed. So we should look for a new denuclearization solution that is tailored to deal with unique natures of North Korea, inter-Korean relations and Northeast Asia. The 'Grand Bargain' and 'Five-Party Talks' initiatives could be one of efficient methods to find such a new denuclearization solution.
