초록

이 논문에서는 북한이 직면한 대내외적인 문제를 검토하는 가운데, 인텔리에 대한 북한 정권의 인식 변화와 인텔리 개조 작업의 방향과 특징에대해 살펴보고자 했다. 북한은 인민경제발전7개년계획을 의욕적으로 시작했으나, 소련의 원조가 중단되고 생산수단의 예비가 고갈되면서 1963년부터 성장률이 급속히 둔화되었다. 대외 관계가 악화되고 경제 위기에 봉착하자 이를 돌파하기 위해 인텔리들 사이에서는 다양한 해법이 모색되었다.
속도론과 균형론, 정치도덕적 자극 우선론과 물질적 자극 배합론, 과도기종결론과 지속론, 프롤레타리아독재 완화론과 강화론의 논쟁이 그것이었다.
김일성은 1960년대 초까지는 인텔리의 혁명성을 강조했지만, 1964년말부터는 인텔리의 동요성과 소극주의, 보수주의, 이기주의 등 낡은 사상잔재를 문제 삼기 시작했다. 이에 조직생활의 강화, 혁명전통 교양, 혁명사적지 답사 등을 통해 인텔리를 당의 영원한 동행자, 믿음직한 협력군으로단련시키고자 했다. 이 과정에서 인텔리는 당의 정책과 노선에 문제 제기를하면서 대안을 제시하는 존재가 아니라 당의 노선을 정치사상적으로 결사옹위하는 친위대, 결사대로서의 “붉은 인텔리”로 변모해 갔다.
1960년대 후반 김일성과 김정일은 인텔리의 특성 자체를 소멸시키는대대적인 인텔리 개조사업을 추진했다. “인텔리의 노동계급화, 온 사회의인텔리화”가 그것이었다. 북한은 당시 인간개조사업을 통해 사회주의, 공산주의적 인간을 창출하고 그것을 동력으로 사회주의를 건설해 가겠다는유토피아적 이상에 경도되었다. 이는 북한식 ‘문화혁명’의 과정이었다. 당의 노선과 정책에 대한 이견이 제거됨으로써 북한 사회는 수령-당-대중의통일 단결된 정치경제를 실현할 수 있는 기반을 마련했으나 인텔리의 역동성은 조기에 사라지고 말았다.

영어초록

The present research examines the changes in the North Korean regime's perception of intellectuals and the modes and characteristics of their ideological reconstruction in the context of the interlocking internal and external problems in the 1960s. In 1961, North Korea eagerly initiated the Seven-Year Plan, but the growth rate rapidly slowed from 1963 as Soviet aid ceased and reserves of means of production were exhausted. Confronted with deteriorating external relations and economic crisis, intellectuals sought various breakthrough solutions.
Their debates centered on the primacy of speed vs. balance in economic growth, political/moral incentives vs. material incentives, theory of termination vs. continuation of the transition period, and theory of relaxing vs. reinforcing the dictatorship of the proletariat.
Kim Il Sung emphasized the revolutionary nature of intellectuals in until the early 1960s. But from 1964, Kim Il Sung began to criticize the remnants of their old thinking such as wavering tendencies, passivism, conservatism, and egoism. Accordingly, the regime sought to indoctrinate intellectuals as eternal companions of the Party and a reliable cooperative force through reinforcement of organizational life, education of revolutionary traditions, and exploration of revolutionary historic sites. Through this process, the capability of the intellectuals to raise problems with the party's policies and lines and presenting alternatives were suppressed. Instead, they transformed into “Red Intellectuals” who support the party’s line politically and ideologically as bodyguards and suicide squads. In the late 1960s, Kim Il Sung and Kim Jong Il promoted a large-scale remolding of intellectuals by transforming them into the working class and transforming the entire society as intellectuals. This process eliminated the intrinsic nature and function of intellectuals. At that time, North Korea was obsessed with the utopian ideal of creating socialist and communist human beings through human transformation projects and building socialism as a driving force. This was the process of the North Korean-style “Cultural Revolution.” As a result, the “monolithic ideological system” was established, but the dynamism of North Korean intellectuals and society dissipated early on.
