남북정상회담 개최와 한반도 안보 상황의 상관관계 연구: 2000년 〜 2018년 개최 시기를 중심으로 (A Study of Inter-Korean Summit and Correlation between Korean Peninsula Security)

초록

본 연구의 목적은 남북정상회담을 통해 조성된 남북 대화분위기와 안전보장 간의 상관성 및 딜레마를 고찰하는데 있다. 즉 남북정상회담의 개최로 남북관계가 개선되었던 시기 남북 간 군사충돌 및 교류협력 사례 분석을 통해 남북 대화분위기가 한반도 안보에 어떠한 영향을 미쳤는지 살펴보고자 한다.
남북 정상은 지금까지 모두 5차례 만나, 4차례의 공동합의문을 발표하였고 그때마다 남북관계의 패러다임이 획기적으로 전환되었다. 남북정상회담을 통해 한층 고조된 대화분위기로 남북경제협력 활성화, 군사합의, 이산가족 상봉 등 다양한 분야에서 성과가 나타나기도 했지만, 동시에 북한의 무력도발도 현재 진행 중이다. 그리고 이러한 전환적 시점에서 제기되는 문제는, 과연 남북간 대화분위기 또는 남북관계의 개선이 우리의 안전을 보장할 수 있는가의 문제이다.
과거 남북관계가 좋았던 시기, 한반도는 평화로웠는가? 북한은 우리의 안보를 위협한 적이 없었는가? 등의 물음에 대한 냉정한 접근이 필요하다. 이는 북한의 비핵화 및 한반도 평화프로세스 구축의 선순환적 문제이기 때문이다. 북한의 비핵화 문제가 해결되지 않은 상황에서 남북정상회담이 미치는 안전 보장과의 관련성을 논하기에는 한계가 있다. 그럼에도 불구하고 남북정상회담 합의사항의 실천적 이행은 한반도 안전 보장의 저해 요인들을 하나씩 해소하는 과정이며, 긍극적으로는 항구적 평화체제 구축 및 평화통일 기반조성에 의미가 있다.

영어초록

The purpose of this study is to examine the correlation and dilemma between the inter-Korean dialogue atmosphere and security guarantees created through the inter-Korean summit. In other words, through the analysis of cases of military conflict and exchange cooperation between the two Koreas during the period when inter-Korean relations were improved through the hosting of the inter-Korean summit, it would like to examine how the inter-Korean dialogue atmosphere affects the security of the Korean Peninsula.
The leaders of the two Koreas met five times and issued a joint agreement four times, and each time the paradigm of inter-Korean relations changed dramatically. Through the inter-Korean summit, although the achievements in various fields such as revitalization of inter-Korean economic cooperation, military agreements, and reunion of separated families, etc. have been heightened through the heightened dialogue atmosphere, North Korea's armed provocation is currently in progress.
The question raised at this transitional point is whether the improvement of the dialogue atmosphere between the two Koreas or the inter-Korean relationship can ensure our safety. In the past, when inter-Korean relations were good, was the Korean Peninsula peaceful? Has North Korea never threatened our security? A cold approach is required for questions such as back. This is because it is a virtuous cycle of North Korea's denuclearization and peace process on the Korean Peninsula.
In the situation where the North Korean nuclear issue has not been resolved, there is a limit to discuss the relevance of the inter-Korean summit. Nevertheless, the practical implementation of the inter-Korean summit agreements is a process that resolves the obstacles to the security of the Korean Peninsula one by one, and ultimately has significance in establishing a permanent peace regime and building a foundation for peaceful unification.
