부트스트랩 비방사적 자료포락분석을 이용한 지방공기업의 영업효율성 평가 (Evaluating the operating efficiency of local public enterprises using a bootstrapped nonradial data envelopment analysis)

초록

본 연구에서는 부트스트랩 산출지향적 비방사적 자료포락분석(bootstrapped output-oriented nonradialdata envelopment analysis)을 사용하여 2012년도 전국 16개 광역자치단체 도시개발공사들의 부트스트랩 편의수정 비방사적 효율성점수(bootstrapped bias-corrected nonradial efficiency scores)를 추정하고, 부트스트랩 규모효율성과 규모수익을 분석한 후, 학문적･정책적 시사점을 제시하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 표준적인 산출지향적 규모수익불변(CRS) 비방사적 자료포락분석을 사용하여 도시개발공사의 효율성을 측정한 결과, 5개 도시개발공사들의 효율성이 100%로 나타났다. 둘째, 부트스트랩 산출지향적 규모수익불변(CRS) 비방사적 자료포락분석을 사용하여 부트스트랩 규모수익불변 편의수정 효율성을 추정한 결과, 효율적인 5개 도시개발공사들 간에 효율성의 차이가 존재하는 것으로 나타났다. 셋째, 전반적으로 부트스트랩 규모수익불변 비방사적 효율성이 표준적인 규모수익불변 비방사적 효율성보다 6.7%포인트 낮은 것으로 나타났다. 넷째, 도시개발공사들 간의 규모의 차이를 반영하기 위하여 표준적인 산출지향적 규모수익가변(VRS) 비방사적 자료포락분석을 사용하여 도시개발공사의 효율성을 측정한 결과, 9개 도시개발공사들의 효율성이 100%로 나타났다. 다섯째, 부트스트랩 산출지향적 규모수익가변(VRS) 비방사적 자료포락분석을 사용하여 부트스트랩 규모수익가변 편의수정 비방사적 효율성을 추정한결과, 효율적인 9개 도시개발공사들 간에 효율성의 차이가 발생하는 것으로 나타났다. 여섯째, 전반적으로부트스트랩 규모수익가변 편의수정 비방사적 효율성이 표준적인 규모수익가변 비방사적 효율성보다 6.7%포인트 낮은 것으로 나타났다. 일곱째, 부트스트랩 비방사적 규모효율성을 추정한 결과, 5개 도시개발공사들이 효율적인 데 비해 11개 도시개발공사들은 운영규모의 비효율성이 존재하는 것으로 나타났다. 여덟째,규모수익을 분석한 결과, 5개 도시개발공사들이 규모수익불변(CRS) 영역에서, 5개 도시개발공사들은 규모수익체증(IRS) 영역에서, 그리고 6개 도시개발공사들은 규모수익체감(DRS) 영역에서 운영되고 있는 것으로 나타났다.

영어초록

This study estimates the bootstrapped bias-corrected nonradial efficiency scores of sixteen urban development corporations under Korean wide-area autonomous entities in 2012 using a bootstrapped output-oriented nonradial data envelopment analysis. This study then analyzes bootstrapped scale efficiency and returns to scale and suggests academic and policy implications. The results of this study are summarized as follows. First, the results of measuring the efficiency of urban development corporations with the standard output-oriented constant returns-to-scale nonradial data envelopment analysis show that five corporations are efficient. Second, the results of estimating efficiency with a bootstrapped output-oriented constant returns-to-scale nonradial data envelopment analysis indicate that there are differences among five efficient corporations. Third, overall, bootstrapped constant returns-to-scale nonradial efficiency estimates are 6.7 percentage points lower than standard ones. Fourth, the results of measuring efficiency with the standard output-oriented variable returns-to-scale nonradial data envelopment analysis to reflect size differences among urban development corporations reveal that five corporations are efficient. Fifth, the results of estimating bootstrapped variable returns-to-scale bias-corrected nonradial efficiency with a bootstrapped output-oriented variable returns-to-scale nonradial data envelopment analysis prove that there are differences among nine efficient corporations. Sixth, on average, bootstrapped variable returns-to-scale nonradial efficiency estimates are 6.7 percentage points lower than standard ones. Seventh, the results of estimating bootstrapped nonradial scale efficiency demonstrate that five urban development corporations are efficient, while 11 corporations are inefficient. Eighth, the results of analyzing returns to scale point out that five urban development corporations operate in a region of constant returns to scale, five corporations run in an area of increasing returns to scale, and six corporations work in a zone of decreasing returns to scale.
