북한 경제 재건을 위한 국제 공적 개발원조(ODA) 지원 규모 추정 (The Role and Aid-Scale of International Offical Development Assistance(ODA) in the Development of North Korea)

초록

본 논문의 목적은 북핵 해결 이후 국제사회의 대규모 대북 지원이 이루어질 경우를 대비하여, 국제사회의 대북 지원 전제 조건 및 재원 조달 규모를 비롯해, 세계 주요 원조국의 사례 분석을 통한 시사점을 도출하는 데 있다. 이는 한반도 통일비용의 사전확충에 대한 하나의 해법 측면에서 필요하며, 선행연구가 공적개발원조의 방식이나 쟁점 또는 국제금융기구의 대북지원 가능성 점검에 그치고 있는 분석의 한계점을 극복하고 있다는 점에서도 유용하다 하겠다. 본 논문의 구성은 다음과 같다. 우선 제I장에서는 재원 조달 유형과 소요 자금을 추정하고 공적자본과 민간자본으로 구분하여 국제사회의 책임과 역할을 분석하였다. 제II장에서는 북한 경제 재건을 위한 국제 재원 규모의 추정액을 제시하고, 자금 공여 소스별 규모 추정과 자금 수혜국가의 조달 사례를 함께 검토·분석하였다. 특히 선행연구에서 간과한 북한에 대한 국제공적개발원조의 총규모를 국제사회의 엄격한 원조기준, 그리고 총체적인 수용능력 등을 모두 고려하여 북한에 대한 국제공적개발원조의 규모를 추정하고자 한다. 또한 선행연구가 공적개발원조의 방식이나 쟁점 또는 국제금융기구의 대북지원 가능성 점검에 그치고 있는 분석의 한계점을 극복하고자 한다. 이를 위해 실제 구체적인 지원 조건 및 선결과제 등을 고려한 자금 공여 소스(국제기구)별 규모 추정과 자금 수혜국가의 조달 사례를 함께 검토·분석함으로써, 제Ⅰ장에서 언급한 북한 경제재건(개발)을 위한 소요 재원을 달성할 수 있는가를 검증하고 있다. 제III장에서는 북한정권의 경제회복을 위한 국제 자금 조달의 선결 조건과 정책적 시사점을 제시하고, 제IV장에서는 북한의 경제회복을 위한 국제사회의 역할 제시로 결론을 대신한다.

영어초록

North Korea handed over its long-awaited nuclear program declaration to Chinese officials on June 26, 2008. The United States will call for the lifting of sanctions against North Korea under the ‘Trading With the Enemy Act’ and its notify Congress that George W. Bush intends to take North Korea (DPRK) off the terror list. Also, it is extremely likely that the United States will normalize relations with North Korea and give North Korea a chance to join the international financial community after North Korea's declaration of their nuclear program.
Still, the economic engagement and aid as it relates to North Korea is actually much more complicated than simply providing heavy fuel oil (HFO) and the related economic assistance and energy cooperation. If the six-party talks progress as hoped, it could eventually lead North Korea to become a member of various international economic and financial institutions such as the World Trade Organization (WTO), the World Bank and the International Monetary Fund (IMF), which would further diversify economic engagement and Official Development Assistance (ODA). In the area of economic engagement and aid for North Korea, the role of international organizations will come to be more important and magnified after the denuclearization.
Ultimately ODA offers the only solution to the comprehensive and rapid economic reform and development of North Korea. This article explains how North Korea has successfully adapted itself to the international organizations in development aid. I will argue the experiences and prospects of ODA and consider the role of international organizations in an accelerated program of development assistance that would be possible if some institutional constraints or North Korea's internal obstacles, which are created by the country's lack of transparency and weak capacity to absorb aid, are reduced or removed through a political settlement. Also, I examine the prior condition and scale of the ODA through experimental case study.
