OLG모형(Overlapping-Generation Model)을 이용한 중국 공적연금분석 (The Analysis of China’s Public Pension by Using OLG Model)

초록

본 논문은 OLG (Overlapping-Generation Model) 모형을 이용하여 정상상태에서 도시근로자 기본양로보험 기업납부비율의 인하가 경제 각 변수에 미치는 영향과 사회복지 관점에서 중국의 도시근로자 기본양로보험의 최적 기업납부비율에 대해 분석하였다공적연금의 기업납부비율 인하는 노동자 1인당 자본, 임금과 평생의 효용이 높아지는 것으로 나타났으나 소비적인 관점에서는 기업납부비율의 인하의 영향력은 복잡하고 구체적인 분석이 필요하였다. 분석결과, 기업 납부비율의 인하는 사회통합양로금의 수준을 낮추며, 개인 계좌 양로금은 높아지는 결과로 나타났다. 현재 중국의 경우 기업납부비율 인하정책은 합리적인 방안으로 추정되며, 사회복지 관점에서 최적의 기업납부비율 은 재 시행되고 있는 16%보다 낮은 수치인 15.13%로 추정되었다.
한편 파라미터에 대한 민감도를 분석결과 인구성장률이 낮아짐에 따라 최적 기업납부비율도 낮아지며, 경제발전 속도가 높은 지역의 최적 기업납부비율은 추가적으로 낮출 수 있을 것으로 분석되었다. 그리고 기업납 부비율과 개인납부비율의 시계열자료를 통해 중국 도시근로자 기본양로보험의 개인과 기업의 납부비율 인하 정책이 경제 전체적으로 저축을 증가시키는 것으로 나타났다.

영어초록

The aging population is becoming an important economic and social issue worldwide. China is already in the process of an aging society, and just like Korea, there are many problems in public pensions. In China, public pensions have changed the premium rate. In particular, the public pension system was changed by adjusting the corporate payment ratio, and in May 2019, China's Ministry of Human Resources and Social Welfare lowered the corporate payment ratio of urban workers' basic nursing insurance.
This paper apples the overlapping-generation model to study the effect of changes in the contribution rate of the public pension in China on major economic variables, and analyzes the optimal contribution rate of the public pension for urban employees from the perspective of social welfare maximization. Considering the current policy stance in China, we study focus on the firm contribution rate reducing. The analysis results show that decreasing the firm contribution rate will increase the capital-labor ratio, savings, wages, individual account, and personal lifetime utility, and decrease the PAYG pension benefits. And from the perspective of consumption, the impact of decreasing the firm contribution rate on consumption is more complicated, and requires further analysis.
By using the standard method of the maximization social welfare, we show that the optimal contribution rate is 15.3% under reasonable parameter values, which is significantly lower than the current 16%. So it can be considered that the policy of reducing the contribution rate is reasonable. Besides, the sensitivity analysis results show that the optimal firm contribution rate is also affected by the parameter values. As the population growth rate decreases, the optimal firm contribution rate have also decreased. Finally, we conclude that considering history of changes in the contribution rate, the two policies of reducing the individual and firm contribution rates of the public pension insurance for urban employees in China have led to an increase in savings overall. We expect that this increases in savings will boost investments, and consequently, make the economy grow steady.
