공교육 내실화를 위한 교사 전문성 신장방안 탐색 (Exploring Ways to Improve Teacher's Profession for Internal Stability of Public Education, centered on Teacher's Opinions)

초록

본 연구는 공교육내실화를 위한 한 방안으로 교사들의 전문성 신장의 의미와 방안을 탐색하는데 그 목적이 있으며 이를 위해 교사의 견해를 중심으로 논의하였다. 우리 사회 학교교육은높은 학업성취도 이면에 심한 학력격차와 학교교육에 대한 낮은 만족도로 인해 학교교육에 대한 전반적인 반성과 함께 공교육내실화가 필요하다. 이를 위해 교사 전문성 신장은 교직의 전문적 특성에 비추어 필요할 뿐 아니라 학교교육의 질을 좌우하는 주요요인이 된다는 점에서 중요하다.
연구결과 학교교육의 문제는 정부정책의 비일관성과 관리위주의 시도교육청의 역할, 행정위주 학교운영과 교사의 소극성, 대학입학위주 학교교육관 및 학력위주의 사회분위기가 지적되었다. 교사 전문성 신장방안으로는 교수능력향상을 위한 여건의 조성, 수업중심 학교운영 패러다임으로의 변화, 그리고 교육본질 회복을 위한 지원체제의 구축으로 제시되었다. 무엇보다 교사의 전문성은 교사의 교수능력향상에서 찾을 수 있다. 본 연구 결과는 교사 전문성 신장 방안은교사의 수업의 질을 향상시키기 위한 것이어야 하고, 교사 전문성 신장은 교사를 대상으로 하되교사의 참여와 노력을 중심으로 이루어져야 함을 보여준다.

영어초록

The purpose of this study is to explore the ways of the improvement of teachers'profession to achieve the internal stability of the public education. In order to do that this study discusses the issue based on teachers' point of view.
The school education in our society has received both expectation and dissatisfaction based on contradictory evaluation at the same time. Due to the fact that there is a growing academic ability gap and low satisfaction with the school education although the overall academic achievement has increased, it is necessary that the school education should go through self-reflection and ensure its internal stability in general. Furthermore, in order to satisfy the demand for the intensive educational competitiveness in the level of global and national tendency, the school education should aim to change for qualified improvement.
The role of teacher in the school education is critically important, so that the improvement of teachers' profession. Also it is a crucial factor to the qualification of the school education.
The result of the study shows that the problems of the school education have been found in terms of the inconsistent policy of the government, the role of the local educational office which focuses on preferred-administration, the school operation which focuses on administration, teachers' passiveness, the school philosophy focusing on university entrance and the social atmosphere concentrating in achievement ability. Several ways for the improvement of teachers' profession have been suggested. They are as follows; creating the conditions for the improvement of teachers' teaching ability, the change of paradigm for the operation of the class-centred school, the establishment of the supporting system in order to recover the nature of the school education.
Most of all, teachers' profession can be found in the teaching ability which is the main job for teachers. Therefore, the improvement of the teachers' profession is to increase the teachers' teaching ability. The ways of progressing teachers' speciality is significant in the point of that it enhances the quality of teaching. The improvement of the teachers'specialization should target the teachers, and also it should be carried out with the teachers'participation and efforts.
