지방공기업의 CSR 경영전략: SH사례를 중심으로 (Corporate Social Responsibility and Local Public Enterprise: Seoul Housing Case Study)

초록

지방공기업은 지역사회적 공공기관으로서의 위상을 지니고 있다. 특히 지방공기업은 단순히 개별 조직체로서의 위상 이외에 지역사회 및 전체 국가시스템의 한 축을 형성하고 있기 때문에 지방공기업의 성과를 측정하고 평가함에 있어 단순히 매출액 중심의 이익구조 개념에서 벗어나 사회적 파급효과 등과 같은 사회구조 개념으로 전환될 필요가 있다. 사례 분석에 의하면 SH공사는 25개 사회공헌 프로그램을 운영하고 있는데, 이중 64%인 16개 프로그램이 임대주택 입주민들을 대상으로 하고 있다. 그러나 프로그램에 대한 수혜대상자의 인원만을 측정하고 있어 사회공헌 프로그램으로 인한 총체적 성과 측정이 미흡하며, 지속적인 사회적 책임경영 활동과 일자리 창출 효과가 크지 않은 수준이다. 또한 공사의 사회적 책임경영 활동은 조직의 미션 및 비전과 연계된 사회적 책임경영 활동의 전략과 주요 과제가 명확하게 정립되어 있지 않으며, 임직원 의무봉사 이수 5시간을 지정하고 BSC 지표로 관리하고 있을 뿐 다양한 프로그램을 통합하여 공사 전체적인 사회적 책임경영의 수준을 평가하고 있지 못하다.

영어초록

One of the most distinctive characteristics that has occurred in the Korean local public enterprises is that the publicness has been institutionalized with management system of local public enterprises. In line with this, all local public enterprises face a common urgent challenge which requires the social responsibility to residents and citizens. For that purpose, it is recommended that local public enterprises play a central role in carrying out important local social capitals along with raising the capacity of local public enterprise's responsibility to actively cope with the local community's demands and to improving the public spirits. Having acknowledged that local public enterprises are substantially required to grip their social responsibility, this study puts principal research objective on groping for strategies to efficiently actualize the social responsibility of local public enterprises.
As the ultimate goal of the local public enterprises changes from profit maximization to the value maximization, managers come to have an interest in the local community's value. The term of Corporate Social Responsibility(CSR) where is wide spreading in Local Public Enterprises. CSR is dealt with as an indicator how much the local public enterprises contribute to the local society. CSR also serves an index for evaluating the responsibilities which the local public enterprise should behave by the request of local society. According to the case study(Seoul Housing), CSR plays a central role in accomplishing the essential goal of SH, CSR activities proved to be inadequate for prospective management system of local public enterprise. It is desired that reorganization to a new structure should be to increase harmony between the goal of CSR activities and the inner system of CSR, to increase the cooperation with diverse stakeholders, to create job's opportunity, finally to improve the value of local public enterprise.
