지방공기업 부채증가 원인 및 감축 방안 (An Analysis on the Causes of Increase and Ways to Reduce Local Public Enterprise Debt)

초록

본 연구에서는 지방공기업의 부채발생 및 증가원인, 추세를 점검하고 그동안 지방공기업 부채관리 노력도 평가해 본다. 또한 안행부가 2013년 말에 제시한 ‘공기업 부채감축 및 경영정상화 방안’에 대하여 집중 살펴보고, 이 안에 미진하고 아직 담기지 않은 근본적인 부채감축 및 경영정상화 방안을 제시하였다. 안행부 안은 아직도 지방공기업 부채감축과 경영정상화를 위한 근본적인 대책을 마련하지 못하고 있는바, 본고에서는 향후 안행부와 자치단체가 추가적으로 추진해야 할 사항으로 지방공기업 지배구조개선, 공사설립요건 강화 및 광역단위 통합, 차입의존적 사업구조개선, 일부 경영평가 지표 및 시스템 개선, 부채총량제 등의 도입고려, 공공요금현실화, 지방계약법과 지방공기업법 개정을 통한 할인매각 추진 및 행정대집행제도 도입 등을 제안한다. 지방공기업의 현재 부채위기를 가져온 주 원인은 지방공기업과 관련된 3자 (안행부, 자치단체, 지방공기업)들이 각자 해야 할 역할을 제대로 하지 못해 발생한 거버넌스 실패 (governance failure)이기에, 현재의 부채위기를 해결하고 향후에 이러한 위기가 발생하지 않도록 하기 위해서는 3자가 협력하여 관련법과 제도를 촘촘히 갖추는 일이 급선무 일 것이다. 특히 지방공기업 주무부서인 안행부는 자치단체와 지방공기업들이 도덕적 해이나 사익추구를 방지하는 법과 제도를 적기에 갖추고 실천하는 것이 지방공기업 개혁의 핵심적인 과제가 될 것이다.

영어초록

This study analyzes causes of rapid increases in the debt of local public enterprises in Korea in recent years. It also examines ways to reduce local public enterprise debt. Especially, this study analyzes the effectiveness of debt reduction plan proposed by the Ministry of Security and Public Administration (MOSPA) in 2013. The study argues that local public debt mounted around 2006. Primary causes of mounting debt include heavy use of local enterprise bond, fiscal mismanagement, and inefficient management style among others. Specifically, this article argues that since MOSPA permitted debt to equity ratio for local public enterprises up to 400% up until 2012, local governments abused the limit, and thus issued huge local public enterprises debt by 2012. When economy performed well, local public enterprises were able to bear the relatively high debt to equity ratio. However, when economy became sour, debt-ridden local public enterprises were not able to even repay the interest costs, not to mention the principal. Thus, actually, the central government (MOSPA) led local public enterprises to engage in moral hazard. Thus, the study argues that current local debt was caused due to "governance failure" among the central government (MOSPA), local governemnt, and local public enterprises.
After examining the MOSPA's debt reduction plan, this study argues that the MOSPA's debt reduction plan does not address fundamental causes of debt increase in the local public enterprises yet. This study suggests that the MOSPA and local governments initiate changes in the governance structure of local public enterprise so that local officials should not meddle in the management of local public enterprises. Additionally, the MOSPA should drastically reform current heavy debt-dependent business management style of local public enterprise. Moreover, changes in the indicators of current performance evaluation system should subsequently follow. This study concludes that the current mounting debt of local public enterprises are the results of 'governance failure' among MOSPA, local government, and local public enterprises. Thus, to resolve the current debt, the three parties must work together in efficient and effective manner.
