대한제국기 公文書의 편철과 분류 (The Classification and Filing of the Official Documents of the Great Han Empire)

초록

갑오개혁~대한제국기 공문서의 편철과 분류 규정에 따르면 各部는 部-局-課 단계의 행정 기구에서 최소 단위인 局課를 기준으로 문서를 편철ㆍ분류하였다. 한국이 일본에 병합된 뒤 조선총독부는 이러한 문서철에 청구기호를 부여하면서 部와 部를 연계한 部단위를 기준으로 재분류하는 한편, 편철된 문서의 거래기관이 단수인가 복수인가를 기준으로 재분류하였다. 部를 단위로 재분류한 문서철은 각 내별기호의 문서년도가 순차적이지 않고 문서년도가 중복되거나, 다른 성격의 문서철이 같은 도서명ㆍ청구기호에 함께 묶여 있었다. 또한 조선총독부는 자체적으로 마련한 部단위의 재분류 체계에 맞추기 위해 원 표제를 인위적으로 수정한 경우도 있었다.
조선총독부는 部를 단위로 재분류하였지만, 대한제국기 공문서의 분류체계는 部단위가 아니었다. 대한제국기 문서철의 편철 단위는 度支部 司稅局 地稅課ㆍ雜稅課, 司計局 監査課처럼 局課였다. 경무청ㆍ궁내부의 문서규정에서도 문서 처리의 최하부단위로 局課를 규정하였듯이, 대한제국기에는 部-局-課 단계의 행정기구에서 局課를 최종 하부단위로 규정하고, 이 局課와 거래한 기관을 조응해서 문서를 편철ㆍ분류하였다.
局課를 단위로 한 대한제국기의 편철ㆍ분류체계는 기능별 문서 분류체계를 포함하고 있었다. 局課는 담당 업무를 단위로 분화되었으며, 局課를 단위로 조직을 구분하고 담당 업무에 따라 기능별로 문서를 분류하였다.
局課를 단위로 거래 기관과 조응하여 기능별로 편철ㆍ분류된 대한제국기 공문서를 조선총독부가 部단위로 재분류함에 따라 전혀 다른 성격의 문서철이 한 질로 함께 묶여 분류되고, 동일한 내용ㆍ성격의 문서철이 흩어져 다른 성격의 문서철과 함께 전혀 상태로 분류된 것이다. 따라서 대한제국기 공문서는 局課를 단위로 기관을 구분하고 해당 기관의 담당 업무에 따라 기능별로 재분류되어야 한다.

영어초록

According to the regulations for classifying and filing the official documents from Kabo Reform to the Great Han Empire, each department sorted and filed documents, based on the lower units, that is, ‘Department’ and ‘Section’ in the hierarchy of ‘Ministry-Department-Section’(部-局-課). After the Japanese colonization, the Government-General of Joseon assigned document numbers to these document files, and reclassified documents, based on the unit of ‘Ministry’, and the number of Ministries involved in their transactions. These reclassified documents were not strictly filed in chronological order, some years were overlapped, and some documents with different characteristics were filed together under the same document name and number. Additionally, the Government-General of Joseon modified the original titles of some documents to follow its reclassification system.
Although the Government-General of Joseon classified the documents based on the unit of ‘Ministry’, the original document classification system of the Great Han Empire was based on the units of ‘Department’ and ‘Section’ such as The Ministry of Finance the taxes department(司稅局) the land taxes section(地稅課) and the miscellaneous taxes section(雜稅課) or the finance department(司計局) the inspection section(監査課). In the documentation classification regulation of the Ministry of Police, the Ministry of Finance, the Ministry of Internal Affairs and Ministry of Palace Management specified the minimal unit of classification as Section. Likewise in the Great Han Empire the baseline unit of the document classification was Section. They sorted and filed the documents according to the counterpart institutions corresponding to these Departments and Sections.
The sorting and filing system in the Great Han Empire based on Department and Section included the functional document classification system. As Department and Section are divided according to their business, classification by Department and Section means functional classification based on their works.
Documents classified by functions corresponding to the related Department and Section were reclassified by the Government-General of Joseon based on ‘Ministry’, which made documents with different characteristics filed in the same file and some documents related to each other were dispersed into different files. Therefore, the documents of the Great Han Empire should be reclassified again, based on the unit of Department and Section.
