한국과 일본의 지방공기업 이해관계자에 대한 특성연구: 양국의 지하철 공조직을 중심으로 (A Study on the Stakeholder Attributes of Local Public Entrepreneurs in Korea and Japan)

초록

지방공기업은 사업영역이나 제공하는 서비스가 공공성을 띠며 지역주민을 비롯한 다양한 이해관계자에 대한 사회적 책임을 갖고 있기 때문에 이에 대한 연구는 중요하다. 본 연구에서는 상호 제도적 유사성이 강한 한국과 일본 지하철 공기업의 주요 이해관계자를 바탕으로 이해관계자 명백성에 미치는 특성요인을 분석하였다.
연구결과는 다음과 같다. 첫째, 한국과 일본의 지하철 공기업의 조직구성원은 지방의회, 지방자치단체, 감사기관, 종업원, 노동조합, 고객을 주요 이해관계자로 생각하며, t-test 결과 한국과 일본의 이해관계자에 대한 국가 간의 인식 차이는 거의 없는 것으로 분석되었다. 둘째, 한국과 일본의 지하철 공기업의 주요 이해관계자의 특성변수에 대한 실증 분석결과 본 연구에서 다양한 이해관계자 집단에서도 규범적 정당성이라는 특성을 가진 이해관계 집단을 조직구성원들은 주요 이해관계자로 인식한다는 것을 확인하였다. 셋째, 이해관계자에 대한 조직구성원 인식과 이해관계자 중심의 경영활동의 Pearson 상관관계 분석 결과 이해관계자 중심의 경영활동과 조직구성원 인식이 0.788로 높은 상관관계가 있는 것으로 분석되었다. 넷째, 이해관계자에 대한 인식과 이해관계자 중심의 기업지배구조의 확립이다. 한국과 일본의 지방공기업 조직구성원들은 이해관계자 중심의 지배구조와 조직구성원 인식이 0.650으로 높은 상관관계가 있는 것으로 분석되었다.
이상의 연구결과를 살펴보면 한국과 일본의 문화적 차이에도 불구하고 일본의 지방공기업법을 한국이 그대로 원용함으로써 제도적 동형화(isomorphism)에 따른 인식의 일치성을 보이고 있다. 이해관계자 이론의 본질적 속성을 볼 때 규범적 특성을 지닌 이해관계자를 주요 이해관계자로 인식하고 있는 것은 매우 바람직하지만, 향후 이러한 주요 이해관계자의 의사와 이해를 양국은 제도적으로 어떻게 투영할 것인가 하는 과제가 더욱 중요하다.

영어초록

Corporations face enormous public pressure to find a balance between stockholder profit and broader social responsibilities. Successful managers must therefore have the ability to analyze and diagnose the key stakeholders of their organizations, especially local public entrepreneurs. I suggest that managers' clear cognition of the organizations’ key stakeholders is positively related to three variable attributes: the legitimacy of a stakeholder’s claim to the firm, the stakeholder’s power to influence the firm's behavior, and the urgency of immediate attention to the stakeholder. The statistical results show that, first, subway corporation members have rated the local government, local assembly, audit agency, employee, labor union, and customer as definitive stakeholders in their organization. Second, subway corporation members' cognition of key stakeholders is significantly related to the stakeholder attributes of normative legitimacy (p<.05). The research data also show that these findings are very similar to the recognition of stakeholders of subway in Korea and Japan, because Korea has followed the system of Japan in the law, rule, and control of local public entrepreneurs. This indicates the presence of institutional isomorphism under similar environmental conditions between the subway corporations of Korea and Japan. Third, my results show a significant relationship between managers' cognition and stakeholder management (p< .05). A significant relationship is also found between managers' cognition of key stakeholders and their approach to corporate governance (p<.05). I believe that this analysis is sufficient to demonstrate my point that managers' cognition of key stakeholders is affected by stakeholder attributes. And a managers' cognition of a key stakeholder is significantly related to that stakeholder’s approach to management and corporate governance. This approach has the potential to improve upon current practice. Therefore local public entrepreneurs of Korea and Japan must prepare an institutional system for normative stakeholders who have legitimacy within their organization. Such a system will improve relationships, aid in the attainment of a dynamic ongoing business, and enhance public responsibility.
