초록

지방공기업의 재무결산에 대한 기준은 행정안전부에서 결정되는데, 이 결산기준은 각 지방공기업 재무제표의 통일성, 비교가능성에 초점을 맞춘 기준으로 주로 각 기업정보의 취합 및 행정안전부가 수행해야 할 표준공시에 중점을 두고 있다. 개별 지방공기업은 이러한 기준에 따라 재무정보를 생산되고, 중앙주무부처는 이를 취합하여 일괄공시하기 때문에 재무정보가 정보제공자와 중앙부처의 필요에 의한 방향으로 형성될 가능성이 크다.
이에 본 연구는 국가공기업의 결산총평과 유사하게 지방정부의 의회나 행정서비스를 받는 지역주민 등 지방정부 정보이용자 중심으로 지방정부 수준에서의 지방공기업 결산총평 자료를 작성할 것을 제안한다. 지방정부 수준에서의 자기 검증 및 공기업 운영방안에 대한 자체 계획 설정, 지방의회 구성원과 지역주민의 총괄적인 공기업 재무정보 이해 증진, 지방 예산회계로의 환류, 지방공기업 직능에 대한 검토를 위한 방향으로 지방공기업 군의 결산자료를 각 지방정부 수준에서 종합하여 분석하는 자료를 작성할 필요가 있다고 본다. 이러한 결산총평은 정보이용자의 이해를 위해 도표, 그래프 등의 인포그래픽을 활용하고 쉬운 서술로 정보 해석에 도움을 주는 방법으로 작성되어야 한다. 또한, 국가공기업(준정부기관)의 결산총평과는 다르게 동일 지방정부의 지방공기업에 대한 비교보다는 유사한 다른 지방정부의 동일 기능을 가진 지방공기업을 비교하여 해당 지방공기업의 운영방안에 대해 스스로 방향을 잡을 수 있도록 하는 것이 필요하다고 본다.
본 연구는 지방공기업의 재무보고와 국가공기업과 준정부기관의 결산총평을 비교하여 지방정부 행정서비스 수요자 중심의 지방공기업 결산총평을 제안하였다는 점에서 선행연구와 차별점이 있다.

영어초록

The standards for the financial settlement of local public enterprises are determined by the Ministry of Public Administration and Security, which focuses on the uniformity and comparability of the financial statements of each local public enterprise, and is a standard disclosure that must be performed by the Ministry of Public Administration and Security. Focus on. Since individual local public enterprises produce financial information according to these standards, and the central government department collects and discloses it collectively, financial information is likely to be formed in the direction of the needs of the information provider and the central department.
Therefore, this study proposes to prepare the data for the general settlement of accounts of local public enterprises at the local government level, centering on information users, such as local government parliaments or local residents receiving administrative services, similar to the general settlement of accounts of public enterprises. Self-verification at the local government level and self-assessment of SOE management plans, promotion of comprehensive understanding of SOE financial information by members of local councils and local residents, return to local budget accounting, and review of local public enterprise functions. I think it is necessary to prepare data that analyzes the financial statements of public enterprises at the level of each local government. This general settlement review should be prepared in a way that uses infographic such as charts and graphs for the understanding of information users and helps information interpretation through easy descriptions. In addition, unlike the general settlement of accounts of national public enterprises (quasi-governmental organizations), rather than comparing local public enterprises of the same local government, they compare local public enterprises with the same functions of other local governments and make their own direction for the operation plan of the local public enterprises. I think it is necessary to be able to catch it.
This study differs from previous studies in that it compared the financial reports of local public enterprises and the general settlement of accounts of state public enterprises and quasi-governmental organizations to propose a general settlement of accounts of local public enterprises centered on local government administrative service consumers.
