문화예술에 대한 경제학적 접근과 문화산업화 전략, 그리고 그 새로운 해석모형 (Economics approach and cultural industrialization strategy for Culture&Art, And the new analysis model)

초록

오늘날 인류는 정보화와 함께 ‘문화화’의 물결을 맞이하고 있다. 사람들이 물질의 풍요보다도 마음의 풍요를 더 선호하게 되면서 문화적 재화와 서비스의 생산과 소비가 널리 퍼져나가게 되었고, 이제 문화산업은 세계경제의 중요한 관심영역으로 떠오르고 있다. 대형공장이나 정보화 플랫폼이 아니라 스토리와 놀이 또는 상상력이 융합하여 새로운 생산력을 형성하는 시대요, 물건을 담을 규격화된 컨테이너가 아니라 변화무쌍한 이야기를 담아낼 소프트-콘텐츠가 더 큰 부가가치를 창출하는 시대이다. 그런데 그 문화적 재화와 서비스에는 문화적 가치와 경제적 가치 사이에서 나타나는 딜레마가 있다. 이 두 측면에서 어느 쪽을 더 강조하느냐는, 주어진 연구의 목적이나 방법에 따라 달라지겠다. 이에 대한 논의를 경제적 관점에서 접근함에는 두 가지 방향이 있다. 하나는 순수학문으로서 문화예술 분야까지 함께 논의할 수 있는 경제학의 새로운 영역을 개척하려는 ‘문화경제학’의 방향이고, 다른 하나는 응용학문으로서 문화예술 분야를 현실사회에서 경제성장의 전략으로서 산업화하려는 ‘문화산업화’의 방향이다. 제2절에서는 문화적 가치를 배려하려는 ‘문화경제학’의 방향을 살펴보았고, 제3절에서는 경제적 가치를 경제성장의 새로운 동력으로 삼으려는 ‘문화산업화’의 방향을 살펴보았다. 이 ‘문화경제학’의 방향과 ‘문화산업화’의 방향에서 논의의 초점을, 필자는 ‘문화적 재화라는 작품의 개성과 창조성’ 그리고 ‘문화적 재화의 공공성과 외부효과 및 연방효과’라고 본다. 문화예술에 대한 두 가지 방향이 모두 ‘문화적 재화라는 작품의 개성과 창조성’ 그리고 ‘문화적 재화의 공공성과 외부효과 및 연방효과’를 두루 말하고 있지만, ‘문화경제학’의 방향은 ‘문화적 재화의 공공성과 외부효과 및 연방효과’에 주로 관심을 두고 있고, ‘문화산업화’의 방향은 ‘문화적 재화라는 작품의 개성과 창조성’에 주로 관심을 두고 있어 보인다. 이에 필자는 이 두 가지 방향을 동일한 마당에 놓고 함께 아울러서 논의할 수 있는 모델로, ‘공공성과 개별성’의 관계와 ‘서열성과 평등성’의 관계를 ‘개별체․경쟁체․공동체․집단체’라는 4가지 기본유형을 기초로 삼아서, 필자가 나름대로 만든 ‘16가지 사회경제시스템’을 그 해석모델로 제시해 보았다.

Today, We are facing a cultural wave with information. More people prefer the abundance of the heart than the abundance of material, and widespread production and consumption of cultural goods and services, Cultural industry has now emerged as a major area of interest in the global economy. It is not Large plants or the information platform, the story and play or imaginative fusion age to form a new production, do not capture a standardized container but the soft-contents is the time to create greater value.
But there is a dilemma that cultural goods and services appear between cultural values and economic value. Both of which do have more emphasis on the side, depending on the purpose and method given study. In the discussion of approaches from the economic point of view, there are two directions. One is the direction of the discussion to be ‘cultural economics’ that they want to explore new areas of economics to culture&arts as a pure science, The other is the direction of ‘culture industrialization’ industrializing as a strategy for economic growth in the real society to culture&arts as applied science.
The second section looked at the direction of ‘the cultural economics’ considerating cultural values, The third section looked at the direction of ‘cultural industrialization’ as a new engine of economic growth and economic value. I focus the discussion in the direction of ‘the cultural economy’ and in the direction of ‘the cultural industrialization’, about ‘Individuality and creativity of the work of cultural goods’ and ‘publicness and external effect and linkage effect’. While talking throughout both directions for Culture&Arts ‘cultural individuality and creativity of the work of the goods’ and ‘publicness and external effect and linkage effect’.
Direction of Cultural Economics is mainly concerned with ‘the publicness and external effect and linkage effect’, Direction of ‘the culture of industrialization’ is mainly concerned with the personality and creativity of the work of cultural goods. This is a model that I can discuss with putting these two directions at the same yard, the relationship between ‘publicity and privatisity’ and relationship between ‘Hierarchism and Egalitarianism’, four basic types of Individual system, Competition system, Community system, Collective system. So I have seen show a analysis model of its own ‘16 socio-economic systems’.
