투표선택, 정치제도, 그리고 민주주의 2012년 총선과 대선의 투표행태와 연관성 분석 (Electoral Choice, Political Institutions, and Democracy An Analysis of Voting Behavior and the Association between Legislative and Presidential Election in 2012)

초록

논문에서 우리는 18대 대선에서 나타난 유권자들의 투표행태를 보다 정확하게이해하기 위해서 19대 총선과 18대 대선에서 보여준 유권자들의 투표행태 경향을비교했으며, 더 나아가 유권자의 투표선택에 있어서 19대 총선과 18대 대선 간의 연관성 여부를 분석했다. 우선 19대 총선과 18대 대선에서의 유권자 투표행태에 대한비교분석 결과, 이들 두 선거에서의 유권자의 투표경향은 기본적으로 변화하지 않은것으로 나타났다. 19대 총선과 18대 대선에서의 유권자는 경제투표보다는 세대투표, 지역투표, 이념투표, 그리고 현 정부업적에 대해 회고투표를 했다.
논문은 이어서 대통령선거 동반효과를 분석했던 연구들이 채용한 두 가지 방법,즉 무스(M. Moos)와 제이곱슨(G. Jacobson)의 방법을 보완, 활용하여 19대 총선과18대 대선 간의 연관성을 규명했다. 무스의 방법을 사용하여 이루어진 분석결과에의하면, 지역주의 변수의 영향력을 통제한 상태에서, 유권자들의 총선에서의 투표선택과 대선에서의 투표선택 간의 관계는 통계적으로 매우 유의미했다. 또한 제이곱슨의 방법을 활용한 분석에 따르면, 19대 총선에서 민주통합당 후보를 지지했던 이들이 문재인 후보를 선택할 확률이나 새누리당 후보를 찍었던 이들이 박근혜 후보를찍을 확률 모두 통계적으로나 실제적으로 모두 매우 유의미한 것으로 밝혀졌다.
논문에서 이루어진 두 개의 분석 작업은 한국 민주주의발전을 위한 정치제도개혁과 관련하여 중대한 시사점을 제공해주었다. 첫 번째 시사점은 우리사회가 안고있는 문제가 지역문제에서 세대, 그리고 이념문제로 다양화되어가고 있는 상황에서이들 문제를 풀어나가기 위해서는 현행 한국의 민주주의제도, 특히 대통령선거제도로서 결선투표제와 의회선거제도로서 비례대표제 우위 혼합선거제로의 선거제도 개혁이 필요하다는 것이었다. 두 번째 시사점은 국회의원선거와 대통령선거에서 보이는 유권자의 투표행태를 고려할 때, 대통령과 국회의원의 임기와 실시시기를 일치시키려는 제도개혁안은 신중하게 다루어져야 한다는 것이었다.

영어초록

This research paper intends to make a comparison of Korean voters' electoral choice in the 19th legislative election and the 18th presidential election. Furthermore, this paper also analyzes the association between these two elections in order to figure out more clearly on the Korean voters' voting behavior in the 18th presidential election. The comparison of Korean voters' electoral choice in the 19th legislative election and the 18th presidential election reveals that there has been no fundamental change in Korean voters' voting pattern in these two elections. In the 19th legislative election and the 18th presidential election, Korean voters cast their ballots in terms of generational, regional, ideological, and retrospective voting rather than economic voting. In this voting pattern evident in Korean voters' voting behavior, there has been a slight change in the effect of such variables as “generation,” “region,” “political ideology,” and “the evaluation of the incumbent government's performance” on voters' electoral choice.
While the influence of the variable of region becomes weaker in the 18th presidential election than in the 19th legislative election, that of such variables as generation, political ideology, and the evaluation of the incumbent government's performance comes to be stronger.
Second, this paper takes an effort to analyze the association between the 19th legislative and the 18th presidential election by adopting the two methods which were suggested by Moos and Jacobson in order to identify the presidential coattail effect. According to the result from the analysis conducted on the basis of the method proposed by Moos, the association between voters' electoral choice in the legislative election and the presidential election is statistically very significant, while controlling the effect of the variable of region. The analytical result obtained by adopting Jacobson's method displays that both the probability that those who supported candidates from the Democratic Unification Party in the legislative election cast their votes to Moon Jae-In and the probability that those who voted for candidates from Saenuri Party cast their ballots to Park Geun-Hye are statistically and substantially very significant.
These two analyses suggest crucial implications regarding institutional reforms for the development of Korean democracy. The first implication is that it is time to seriously consider the electoral reform of both the presidential electoral system from the plurality system to the run-off system on the one hand, and the legislative electoral system from the multi-member plurality system to the multi-member proportional representation system on the other.
