제도, 규범 그리고 반복되는 금융위기: 신제도주의 관점에서 본 금융위기의 기원 (Institutions, Social Norms and Repeated Financial Crises : The Origin of the Global Financial Crisis from the Perspective of the New Institutional Economics)

초록

2007-2008년의 미국 서브프라임 위기는 유럽의 국가부채위기, 신흥국 위기 등으로 확장되었고, 중국의 성장완화와 금융위기 가능성이 부각되면서 현재까지 진행 중이다. 금융위기의 원인에 관해서는 활발한 연구가 이루어졌다. 이 논문에서 우리는 20세기 말 금융과 경제의 역사를 되돌아봄으로써 글로벌 금융위기의 원인을 분석한다. 1970년대 두 차례 석유 위기 이후 가속화된 금융시장의 국제화와 국제 무역에 있어서 큰 불균형은 국제 금융시장의 불균형을 초래하였다. 이러한 불균형으로 인해 금융위기가 빈번하게 발생했다. 이 위기들의 원인을 추적하는데 있어 특히 우리는 Acemoglu et al.(2001)이 경제의 장기 성장을 결정짓는 데 가장 중요한 요소로 강조한 제도(Institutions)와 사회적 규범과 문화(Social Norms and Culture)를 고려하는 신제도경제학(New Institutional Economics) 관점을 채택했다. 이러한 분석이 중요한 이유는 금융, 정치 그리고 경제가 밀접하게 연관되어 있으며 서로 영향을 주고받기 때문이다. 역사는 현재의 경제 상황에 이런 요소들을 통해 영향을 미친다. 금융위기의 발생과 확산에 영향을 끼친 제도와 규범에는 자유무역과 글로벌 불균형, 산업국가와 군산복합체, 민주 정부와 민주적 가치 그리고 합리적·과학적 태도와 연구중심대학의 발달이 있다. 이 요소들은 각 분야에서는 최적의 결과를 도출하였으나, 사회 시스템 전체적으로 보았을 때 ‘구성의 모순(Fallacy of Composition)’을 초래하여 문제의 심화와 확산을 초래하였다. ‘구성의 모순(Fallacy of Composition)’ 문제 해결을 위해 우리는 전체적인 관점에서 요소들의 다양한 여러 측면을 고려해야 한다. 이 문제를 해결하는 방법에 대한 연구는 앞으로 중요한 연구 과제일 것이다.

영어초록

The US subprime mortgage crisis during 2007-2008 propagated to Europe in the form of the sovereign debt crisis and generated the emerging market crisis and is still ongoing with an increased possibility of stagnation and financial crisis of China. There has been extensive research on the causes of the crisis. In this paper we trace the origin of the global financial crisis by looking into the financial and economic history of the late twentieth century.
Globalization of financial markets accelerated after the two oil shocks in 1970s and the large imbalance of international trade caused an imbalance in the global financial market. Due to the imbalance financial crises have been quite frequent. To trace the origins of these crises, we take the perspective of the New Institutional Economics which considers institutions and social norms and culture (Acemoglu et al. 2001) as the most important factors determining long-term growth of an economy. The reason why the New Institutional Economics can provide a good reference frame to explain the causes and development of crises is that financial intermediation, politics and economic operation of a nation are interacting closely with each other. History matters for the nation's current economic performance through these factors. Institutions and social norms related to the origination and spread of financial crises are the following: free trade and global imbalance, industrial states and the military-industrial complex, democratic government and its value, rational·and scientific attitudes and research-oriented universities. These factors contributed to produce locally optimal outcomes, but brought about the proliferation and deepening of crises through ‘the Fallacy of Composition.’ To resolve the ‘the Fallacy of Composition’ problem one has to consider many different aspects of the factors in a holistic way. Resolution of the problem remains an important subject for future research.
