초록

유럽연합의 민주적 결핍에 관한 대부분의 연구들은 초국가적 민주주의의 가능성, 정치제도적 디자인과 개혁의 문제에 집중하는 경향을 보여주고있다. 그러나 이 연구는 경제통합의 정치적 결과를 초국적 시각에서 분석하는 로드릭과 마요네의정치경제학적 모델에 대한 비판을 통해, 개별국가의 자본주의 다양성의 시각에서 경제통합과 민주주의를 분석하는 대안적 모델을 제시한다. 또한대안적 모델을 재정위기와 재정통합이라는 유럽연합의 현재국면에 적용하여 재정위기의 근원에대한 재해석을 시도한다. 이 연구의 핵심논지는현재 유럽연합의 민주적 결핍은 경제통합의 불가피한 결과, 즉 유럽자본주의 다양성 약화에 따른민주적 정당성 결핍의 문제이며, 경제통합이 낳은회원국들 사이의 경제적 비대칭의 심화가 재정위기의 근원이라는 것이다.

영어초록

Most studies to analyze the Democratic Deficit in the European Union have focused on some issues such as the possibility of supranational democracy, political institutional designs, and democratic reforms agenda at the supranational level. However, this study takes a different approach to a democratic deficit problem in the European Union to conceive as an inevitable political outcome of economic integration.
This study first provides a critical review of two previous political economic models to discuss the political outcome of economic integration, arguing they also share a similar analytical viewpoint of supranationalism to underestimate the divergent effects of economic integration on national states.
Second, this study suggests an alternative model to analyze the political outcomes of economic integration from a perspective of varieties of capitalism. Third, this study also provides a new interpretation of the fundamental cause and nature of Eurozon fiscal crisis and fiscal integration with the application of the developed analytical model. The main argument of this study is that the democratic deficit of the European Union has been caused by the weakened democratic legitimacy of national governments in the tensions between the convergent effect of economic integration and varieties of national capitalism. This study also argues that the current fiscal crisis has been resulted from the socioeconomic asymmetries among European countries mainly generated by the convergent effect of economic integration imposed on European countries with different types of capitalism.
