초록

중국 신지도부가 출범한 이후 ‘신형’ 정책이 대두되었다. 즉, 신형 도시화, 신형 공업화, 신형 대국관계, 신형 해양강국 등의 각종 '신형' 가운데 대외전략과 관련하여 신형 대국관계가 시진핑 정부의 대외정책의 기조로써 많은 관심을 받고 있다.
중국의 국력상승과 더불어 미국의 견제가 본격화되는 상황에서 양국은 신흥 강대국의 관계가 될 것이 확실시 되고 있다. 즉 신형대국관계의 제기는 무력 충돌이라는 파괴적 경쟁을 초래한 과거의 강대국관계와는 다른 새로운 글로벌 국제관계의 건설이라는 점을 강조하고 있다. 결국 중국의 국력상승을 가지고 미국의 다양한 견제를 대처하겠다는 의도가 깔려있는 것이다.
미국은 중국의 핵심이익에 대한 인정과 중국의 내정간섭과 견제에 대한 반대의사 표시를 할 것이다. 따라서 서로 간에 신뢰가 기초가 되어야 하고, 상호간에 핵심이익을 존중해야 하며, 중국이 미국과 동등한 권리를 존중받을 권리가 있다는 점이 강조된다. 결국 신형 강대국론은 미국의 ‘아시아 재균형 전략’에 대한 중국의 대응인 것이다.
신형대국관계는 국제사회와 지역에서 중국의 국력에 부응하여 책임을 지면서 위치를 확보하겠다는 것이다. 중국은 신형대국관계의 제기함에 있어서 미국과의 관계에서 존중과 협력을 주요 내용으로 한 관계를 정립하려 한다. 그리고 서로의 핵심이익을 침해하지 않는 가운데 경쟁을 하고 아시아 지역과 범세계적 문제에 대해 협력을 한다는 것이다.
사실상 신형대국관계는 상대방의 주권과 영토안정에 대한 존중 그리고 각자의 발전경로에 대한 선택의 존중, 각자의 이익과 차이성에 대한 존중 등의 쌍무적 상호존중이 나타나야 성과가 있을 것이다.
그러나 동아시아 정세와 관련해서 아태지역의 정세는 미국의 재균형 정책과 중국의 반응이 좌우할 것으로 예상되고, 시진핑 시기의 외교는 강대국이라는 자아인식 전제하에 미국을 주 대상으로 한 신형대국관계를 유지해 나갈 것으로 예상된다.
이어 중국에 대한 우리의 대응으로 중국과 주요 이해관계에 있어 대립보다는 신뢰구축과 소통을 바탕으로 공통의 이해관계 영역을 확인하고 상생 이익의 조화를 추구하는 전략의 추진이 필요한 시점임은 자명하다.

영어초록

Ever since China’s new cabinet launched, ‘Neo Style’ policy has been raised. In other words, among various “Neo Style”, such as neo-urbanization, neo-industrialization, Neo Style Relations in the Great Nation, and neo-maritime nations, Neo Style Relations in the Great Nation, related to foreign policy strategy, is receiving much interest as the basis of foreign policies under Xi Jin Ping’s regime.
Along with continued buildup of China’a national strength and U.S’s interference, the relationship between the two nations is inspected to be that of the Neo Great Nation. In other words, the emerge of Neo Style Relations in the Great Nation emphasizes the buildup of new global international relations, unlike that of the past the Relations in the Great Nation, which incurred destructive competition. This shows that China intends to defend itself from the U.S with increase in its national strength.
The U.S will admit China’s main profit but oppose China’s interference and restraint. Therefore mutual trust needs to be based, main profit between two countries has to be respected, and equal rights of the two countries should be highlighted. Thus, The Neo Style Relations in the Great Nation is the China’s response to the U.S’s “Asia re-balance strategy”.
The Neo Style Relations in the Great Nation means that in international society China will meet its responsibility as a new great power. In the emerge of Neo Style Relations in the Great Nation, China is trying to build a relationship with the U.S on top of respect and cooperation. Also, not interfering with one another’s main interest, the two countries will compete and cooperate on Asian and world-wide issues.
In reality, Neo Style Relations in the Great Nation will show results only when mutual respects on sovereignty, territorial stability, choice on the growth process, profit, and difference are secured. However, unlike China’s efforts, the U.S perceives restraints on state action and observance of international rules as the bases of Neo Style Relations in the Great Nation. The restraint and observance mean universal human rights, intellectual property rights, and free navigation within the Asian-Pacific region. If China cannot observe these aspects, Neo Style Relations in the Great Nation that China proposes is untimely.
However, related to East Asia situation, Asian-Pacific region’s situation is expected to be highly influenced by the U.S’s re-balance policies and China’s response to it. Xi Jin Ping’s foreign policy is expected to maintain the Neo Style Relations in the Great Nation with the U.S and the main subject under the premise that China is a super power.
We should confirm the field of mutual interest through trust building and communication rather than confrontation and propel a strategy that pursues harmony, as our response to China.
