지속가능한 도시재생을 위한 마을생태계에 관한 연구 (A Study on the Village Ecosystem for Sustainable Urban Regeneration)

초록

(연구배경 및 목적) 서구에서 90년대부터 시작된 도시재생의 방향은 도시의 지속성에 맞추어 정체성과 지역성을 강조하는 성격으로 변화되었다. 그러나 국내의 도시재생 결과가 지역 고유의 정체성을 담고 있는지와 지속 가능한지에 대한 비판이 끊임없이 제기되고 있다. 본 연구는 지속 가능한 도시 정체성 관점에서 마을, 장소와 장소성의 개념을 재고하고, 비판적 사고로 지난 도시 재생 사업을 고찰하여, 지속 가능한 도시재생을 위한 마을생태계 조성의 단계를 제안하는 것을 목적으로 한다. (연구방법) 먼저 문헌연구를 통해 국내 도시재생의 방향과 한계를 언급하고, 도시재생의 단위로서 마을의 개념을 이론적 고찰을 통해 재고한다. 두 번째는, 국내에서 시행되었던 마을 만들기 사업을 일본의 마을 만들기 사업과 비교하여 비판한다. 세 번째로 장소와 장소성을 문헌연구를 통해 개념을 정리하고, 네 번째로 지속 가능한 지역 활성화 관점에서 로컬과 마을생태계를 비교한다. 마지막으로는 연구를 통해 고찰한 내용을 바탕으로 지속 가능한 도시재생을 위한 마을생태계 조성을 위한 단계를 제안한다. (결과) 국내의 도시재생은 지역의 정체성을 제대로 반영하지 못하고 있다는 점에서 비판을 받고 있으며, ‘장소’를 중심으로 하는 도시재생의 중요성이 부각되고 있다. 마을은 공통의 정체성을 가진 지역생태계로서 구성 주체가 인식할 수 있는 정체성을 갖는 공간이다. 그러나 국내의 마을만들기 사업은 지역 고유의 특성을 반영하지 못하고 특정 사업에 치우쳐져 진행됐다. 장소가 의미 있고 가치를 가질 때 장소성이 형성되고 이를 통해 정체성이 발현되는데, 마을은 그 곳에 소속되었다고 느끼는 사람들로부터 만들어진 정체성과 장소의 정체성을 동시에 가지고 있다. 오늘날은 로컬의 개념을 통해 지역 고유의 정체성이 더욱 강조되고 있으며, 이를 통해 지역 활성화를 꾀한다. 내부로부터 잘 구축된 마을생태계로부터 형성된 마을 정체성은 지역 특성화를 살린 마을 비즈니스로 발전될 수 있으며, 이를 통해 지역 활성화를 일으킬 수 있다. 그리고 이렇게 안으로부터 탄탄하게 조성된 마을생태계는 관 주도의 마을 사업이나 외부의 전문가에 의한 마을 비즈니스보다 더욱 지속 가능하게 유지될 수 있다. (결론) 마을은 행정구역단위가 아니라 정체성과 장소성을 기반으로 한 마을을 도시재생의 기본 단위로 해야 한다. 재생은 마을생태계를 이루는 모든 요소를 고루 발전시킬 수 있는 통합적인 접근을 해야 한다. 관과 외부 전문가는 주민들이 스스로 마을 고유의 정체성을 찾을 수 있도록 길잡이 역할을 해야 하며, 마을 스스로가 관의 지원으로부터 자립할 수 있도록 하는 마을 생태계를 조성하는데 목표를 두어야 한다.

영어초록

(Background and Purpose) The direction of urban regeneration, which began in the 1990s in the West, has changed to emphasize identity and locality in line with urban sustainability. However, criticism is constantly being raised about whether the results of urban regeneration in Korea contain regional identities and whether they are sustainable. The purpose of this study is to reconsider the concepts of village, place, and placeness from the perspective of sustainable urban identity, examine past urban regeneration projects with critical thinking, and propose steps for creating a village ecosystem for sustainable urban regeneration. (Method) First, the direction and limitations of domestic urban regeneration are mentioned through literature research, and the concept of the village as a unit of urban regeneration is reconsidered. Second, it criticizes the village development project implemented in Korea by comparing it with the village development project in Japan. Thirdly, the concepts of place and placeness are organized through theoretical consideration, and the local and village ecosystems are compared from the perspective of sustainable regional revitalization. Lastly, the steps for creating a village ecosystem for sustainable urban regeneration are proposed. (Results) Domestic urban regeneration is being criticized for not properly reflecting regional identity, and the importance of urban regeneration centered on 'place' is emerged. A village is a local ecosystem with a common identity and is a space with an identity that can be recognized by its constituents. However, domestic village development projects did not reflect the unique characteristics of the region and were concentrated on specific projects. When a place has meaning and value, a sense of place is formed and identity is expressed through this. A village has both an identity created by people who feel they belong to the place and an identity of the place. Today, regional identity is being further emphasized through the concept of local, and through this, regional revitalization is sought. A village identity formed from a well-established village ecosystem can be developed into a village business utilizing local specialization, which can lead to regional revitalization. And a village ecosystem that is solidly created from within in this way can be maintained more sustainably than a government-led village project or a village business run by external experts. (Conclusions) A village based on identity and sense of place, rather than an administrative district unit, should be the basic unit of urban regeneration. Regeneration must take an integrated approach to evenly develop all the elements that make up the village ecosystem. The government and external experts should serve as a guide to help residents find their village's unique identity on their own and should aim to create a village ecosystem that allows them to become independent from government support.
