관광산업 생태계 회복력 평가지표 개발 (Development of Evaluation Indicators for the Resilience of the Tourism Industry Ecosystem)

초록

코로나19의 전 세계적 확산으로 국제 관광객 수가 급감하고, 관광시장이 위축됨에 따라 국내 관광산업은 전례 없는 충격과 위기를 맞고 있다. 정부의 봉쇄 조치로 인해 여객항공운송에 대한 수요는 급격히 감소하였으며, 이는 연쇄적으로 관광산업 생태계에 있어 많은 일자리를 위험에 처하게 함은 물론기업의 생존까지 위협하고 있다. 이와 같은 상황이 장기화될수록 이에 대한 반작용으로 상황이 호전될경우, 관광산업에 대한 폭발적 증가가 예상되며, 이는 여객항공운송 수요에 큰 영향을 미칠 수 있는중대한 요소로 관광산업의 회복력에 대한 사람들의 관심을 증가시켰다. 예측 및 통제 불가능한 외부적충격에 대해서는 선제적 예방으로 대응할 수 없으며, 충격 이후에 빠르게 일상적 운영이 가능하거나그 위기를 기회로 전환하는 능력인 회복력이 중요하게 된다. 본 연구에서는 국내 관광산업 생태계의회복력을 측정할 수 있는 지표를 개발하고자 한다. 이를 위해 회복력의 조직 차원을 관광산업의 하위산업군으로 인식하여 산업․사회․경제적 관점으로 지표를 정의하고, 개별적 차원별 중요성을 파악하기 위하여 전문가에 의한 AHP 분석을 사용하였다. 우선 1단계에서는 의사결정 구조의 해체를 통해계층을 구조화함으로써 각 차원의 하위 차원별 측정지표를 구성하였다. 다음 2단계에서는 상위 차원 4개문항에 하위 차원 12문항으로 계층화된 비교 요인들의 쌍대비교를 통해 전문가 평가를 실시하였다. 분석결과, 관광산업 생태계의 4개 하위 회복력 중에서 강건성이 가장 중요하게 고려되었으며, 이어서 자원동원력이 요구되었다. 또한, 종합가중치는 지속적 기능, 경제적 손실 방지, 수요 대응 계획과 자원등의 순서로 나타났다. 본 연구는 관광산업의 부문별 회복력을 평가해봄으로써, 향후 한국 관광산업생태계 전반의 위기대응 회복력 향상을 위한 현실 인식을 강조하였다.

영어초록

The tourism industry in Korea is facing an unprecedented crisis as the number of international tourists and the tourism market shrink due to the global spread of COVID-19. Government blockades have sharply reduced the demand for passenger air transport, which not only endangers many jobs in the tourism industry ecosystem but also threatens the survival of businesses themselves. The longer this situation lasts, the more explosive rebound of the tourism industry would be expected as the environmental impact suppresses the energy of the reaction to be back to the ordinary status. Resilience which is the capability to be recovered from unexpected disasters is the main concern in this research. Considering that there are many sub-sectors in the overall tourism industry, an industry sector that is equipped with resilience can contribute to the tourism industry to be back to normal operations in a rapid manner. Also, the influx of tourists could increase the passengers’ air transport demand. We try to develop an index that can measure the resilience of the ecosystem of the overall tourism industry. To identify the meaningful measurement and its relative importance among the suggested criteria, a focus group interview and AHP(Analytic Hierarchy Process) towards the industry experts had been applied. We classify the tourism industry into four sub-industry groups and define indicators from an industrial․social․economic perspective, and grasp the importance of each dimension.
We adopted the stepwise approach. In the 1st step, the sub-dimensions and their corresponding indicators had been constructed with the hierarchical structure. Then four upper-level questions and three of its lowerlevel indicators had been compared with the pairwise comparison method. Results show that robustness followed by resourcefulness would be the most important factor among the upper-level resilience dimension.
Overall results reporting the relative importance among the twelve indicators, sustainable operations, economic loss prevention, resource planning to respond to demand had been highlighted. We raise the awareness of the importance of resilience to be quickly recovered from the unexpected external crisis, and of the evaluation to measure its capacity and capability cannot be overemphasized in the tourism industry.
