국방 인공지능(AI) 생태계 구축 방향 연구 (A Study on the Direction of the Defense Artificial Intelligence Ecosystem Building)

초록

국방 인공지능 생태계란 국방 인공지능을 원활하게 추진할 수 있도록 하는데 필요한 하드웨어(HW)와 소트웨어(SW)적인 환경을 의미하며, 생태계 5대 요소는 데이터, 알고리즘, 컴퓨팅 파워, 법/제도, 조직/인력으로 정의할 수 있다.
한국군의 국방 인공지능 생태계 진단결과, 첫째, 데이터 측면에서는 국방 데이터 전략이 수립되어 있지 않고, 국방 데이터가 미구축되어 있으며, 데이터 전 수명주기 간 관리를 위한 법/제도와 관련 조직과 전문인력도 구비되어 있지 못하다. 둘째, 알고리즘 측면에서 국방부 차원에서 알고리즘을 개발, 공유, 고도화에 이르는 관리시스템이 미구축되어 있고, 셋쩨, 국방 인공지능 모델을 개발하기 위한 컴퓨팅 파워도 구축되어 있지 않다. 넷째, 법/제도 측면에서 국방 인공지능 발전을 위한 최상위 근거 법령이 부재한 상황이며, 획득제도와 군사보안업무훈령도 개선 및 개정이 필요하다. 다섯째, 조직/인력 측면에서 국방부 중심의 컨트롤타워 및 예하 전담조직도 부재하며, 전문인력 양성을 위한 예산편성과 교육체계도구비되어 있지 못하다.
이러한 한국군의 국방 인공지능 생태계 구축 방향으로 첫째, 국방부 중심의 국방 인공지능 발전업무를 총괄/조정하는 국방 인공지능 센터 구성과 합참, 각 군의 인공지능 조직을 정비해야 한다. 둘째, 국방 인공지능 센터를 중심으로 국방 인공지능 전략과 국방 데이터 전략을 수립하고 추진해 나가야 한다. 셋째, 실제 국방 인공지능 모델을 개발하기 위한 시설 구축으로국방 인공지능 통합센터와 국방부, 합참, 각 군, 국직부대별로 데이터 센터를 구축해야 한다. 넷째, '국방지능정화법' 제정, 획득제도 개선, 군사보안업무훈령 개정 등 법/제도의 정비와 미 국방부 인공지능 교육전략을 참고하여 우리 실정에 맞게 국방 인공지능 교육 프로그램을 개발해야 한다.

영어초록

Defense artificial intelligence ecosystem is a hardware and software environment necessary to allow smooth pursue a defense artificial intelligence. The 5 main Factors of AI ecosystem can be defined as data, algorithm, computing power, law ‧ Regulation, organization ‧ human Resources.
After making diagnosis on Korean military’s AI ecosystem, First, there are no plan or strategy about defense data on data perspective, no defense data center has been constructed, no law or regulation and experts specialized for data life cycle. Second, defense ministry did not form management system which develops, shares, and sophisticates algorithm. Third, computing power which is necessary for developing defense AI model is not present in military. Fourth, the law which specifies the development of the AI is currently absent, and acquisition policy and military security anweisung need to be improved and revised. Fifth, there are no control tower or department focused on defense AI development under defense ministry, and there are no budget or education curriculum to train experts.
To set up defense artificial intelligence ecosystem in the direction of Republic of Korea armed forces, first, we should organize the defense artificial intelligence center, which supervises and coordinates development work of defense AI centered on the Ministry of National Defense, and organize the AI organization in the Joint Chiefs of Staff and each branch of the military. Second, the defense AI center should play a critical role in establishing and implementing defense AI strategy and defense data strategy. Third, We should construct ‘defense AI integration center’ and ‘data centers’ in the Ministry of National Defense, Joint Chiefs of Staff, each branch of the military and every subordinate unit under MND to develop the defense AI model. Fourth, we should maintain a law system by enacting ‘Defense Intelligence Information Act’, improving acquisition systems, and modifying ‘military security anweisung’ as well as develop defense AI education programs suiting our situation by referring to the US DoD AI education strategy.
